2, 3 <br /> <br />March 25. 1981 <br /> <br /> (1) That the City of Portsmouth receive as revenue full tax equivalency including, <br />but not limited to, real property tax, personal property tax and/or machinery and tool tax, <br />as would be applicable if said development were privately owned and operated; <br /> <br /> (2) . That a plan for the orderly and satisfactory development of rail and transportat <br />access to the subject property be developed in accordance with the traffic control requirement <br />and environmental quality of life of the City of Portsmouth, and that the e×isting rail access <br />lying within the boundaries of the City of Portsmouth not be used to serve the coat facility; <br />and <br /> <br /> (3) That the Virginia Port Authority be limited in the amount of land, including <br />waterfront access, to be acquired to only that acreage shown on a plat entitled, "VPA <br />Proposal, Coal Terminal, Overlay", dated March t98t, prepared by the Office of City Planning <br />of the City of Portsmouth, and that the facility be limited to having an annual capacity <br />not to exceed twenty five million tons. <br /> <br /> BE IT FURTHER RESOLVED by the Council of the City of Portsmouth, Virginia, that th~ <br />Governor of Virginia assure the General Assembly that all other potential sites for such <br />facility in Hampton Roads have been thoroughly investigated before a decision to proceed <br />with this facility, and that the ultimate long term requirement of construction of additional <br />coal exporting capacity in VirgiRia is~necessary and financially viable. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, authorized to <br />forward copies of this resolution to the Governor of the Commonwealth of Virginia, and to <br />Senator Willard J. Moody, Delegate L. Cleaves Manning, Delegate John S. Joannou and Delegate <br />William O'Brien of the General Assembly of Virginia." <br /> <br /> Ayes: Beamer, Gray, Webb, Whitlow, Johansen <br /> Nays: None <br /> <br />On motion meeting adjourned. <br />APPROVED -~ <br /> <br /> <br />
