April 13, 1981 At a Public Hearing of the City Council held on ~prit 13, 1981, there were present: J. E. Johansen, Jack P. Barnes, J. Robert Gray, Edward L. Oast, Jr., Gloria O. Webb, Morton V. Whitlow, G. Robert House, Jr., City Manager, Steven Lieberman, City Attorney. Absent: Ben A. Beamer, Sr. 81-117 Public Hearing on use permit applications and proposed changes to the Zoning Ordinance portion of the City Code: the (a) Use Permit UP 81-2 Pef£~onof Mrs. Hilda Jackson, Owner. Motion of Mr. Gray and seconded by Mrs. Wehb, to be concur in the recommendation of Planning Commission issuance of conditional use permit to operate a child day care center. Substitute motion of Mr. and that the City Manager and vote. Whitlow and seconded by Mr. siaff to furnish a report, Gray, that UP 81z2 be deferred and was adopted by 6-1 (Oast-Nay) (b) Use Permit UP 81-- Petition of Ri~ershore Baptist Church, by Misty M. Taylor, Administrator of Mother's Day Out. On motion of Mrs. Webb and seconded by Mr. Whitlow, to concur in the recommendation of the Planning Commission, UP 81-7 be approved on first reading, was adopted by unanimous vote. (c) Use Permit UP 81-8 Petition of Eugene S. Wright, by Darlene C. Stokes, Contract Owner. Motion of Mr. Barnes and seconded by Mrs. Webb, that UP 81-8, a use permit to operate a convalescent home, be denied, and was adopted by the following vote: Ayes: Barnes, Gray, Oast, Webb, Whitlow, Johansen Nays: None (d) POSSIBL£ ALTERATION OF ZONING ORDINANCE SECTION 40-31 OF THE CITY CODE: Definitions to include C~BDAy?CARE~CBNT~R a~d ADULT DAY CARE CENTER. Motion of Mr. Gray and seconded by Mr. Barnes, the matter b6 ~eferred to the City Attorney for further consideration and study, and was adopted by unanimous vote. (e) POSSIBLE ALTERATION OF SECTION 40-48(3) OF THE CITY CODE CONSTRUCTION REQUIREMENTS FOR PARKING LOTS. Motion of Mr. Barnes and seconded by Mr. Gray, to concur Planning Commission, amendment to Section 40-48(3) be approved adopted by unanimous vote. in the recommendation of the on first reading, and was (f) PROPOSAL TO ALTER ONE CLASS OF USES AUTHORIZED IN COF~4ERCIAL C-2, SECTION 40-71 OF THE ZONING ORDINANCE.
