December 14, 1999 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, December 14, 1999, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P. <br />Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., City Manager Ronald W. Massie, City Attorney G. Timothy Oksman. <br /> <br /> Councilman Cameron C. Pitts opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Pitts, and seconded by Mr. Moody, to approve the minutes of a Called <br />Meeting on November 23, 1999, a Regular Meeting on November 23, 1999, and a <br />Called Meeting on December 6, 1999, and was adopted by unanimous vote. <br /> <br />99 - 266 - Presentations: <br /> <br />Proclamation presented to Linda Kuhlmann for "Gloria Shaffer, Tara Welt, Linda <br />Kuhlmann Day". <br /> <br />Special presentation to Brad Cherry and Ed Roesser, Co-Chairs, of the 1st Annual <br />Midtown Holiday Fest. <br /> <br />Presentation of the 1st Place Non-Commercial Division Award for the Grand <br />Illumination Parade for the City of Portsmouth Float. <br /> <br />Proclamation presented to Rosemary Carter for "Drunk and Drugged Driving (3D) <br />Prevention Month". <br /> <br />Presentation of special pins to newly appointed Boards and Commissions Members. <br /> <br />- Public Hearing - <br /> <br />99 - 267 - Proposed amendments to the Charter of the City of Portsmouth regarding <br />court fees and the appointment of certain city employees. <br /> <br />There were no speakers. <br /> <br />99 - 268 - Public Hearing on a use permit and code amendment applications: <br /> <br />(a) UP-99-18 <br /> <br />HIGHLAND BILTMORE NEIGHBORHOOD - Joe and Martha <br />Vinson request a use permit to operate a Family Day Home at 121 <br />Appomattox Avenue. <br /> <br />1. Sandra Vinson Norfleet, 913 Holladay Street, spoke in support of the use permit. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. <br />recommendation of the Planning Commission that <br />reading, and was adopted by unanimous vote. <br /> <br />Whitehurst, to concur with the <br />UP-99-18 be approved on first <br /> <br />(b) CA-99-06 <br /> <br />HISTORIC DISTRICTS - The City of Portsmouth requests a code <br />amendment to amend section 40-53 of the Zoning Ordinance to <br />remove (e) storm windows and doors; (f) vinyl or aluminum siding; <br />and (g) roof shingles or roof covering materials from the list of items <br />that could be approved by the Secretary of the Commission of <br />Architectural Review. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that CA-99-06 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br /> <br />
