May 12, 1981 <br /> <br /> The regular meeting of the City Council was held on Tuesday, May 12, 1981, there were <br />present: <br /> <br />J. E. Johansen, Jack P. Barnes, Ben A. Beamer, Sr., J. Robert <br />Oast, Jr., Gloria O. Webb, Morton V. Whitla~, G. Robert House, <br />Steven Lieberman, City Attorney. <br /> <br />Gray, Edward L. <br /> Jr., City Manager, <br /> <br /> Rev. W. Thomas Wood, Pastor, Westhaven Baptist Church, opened the meeting with prayer, <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Johansen welcomed all visitors in attendance. <br /> <br /> Motion of Mr. Beamer and seconded by Mr. Gray, minutes of the called meeting of April <br />28, 1981; minutes of the regular meeting of April 28, 1981; minutes of the cai'led meeting of <br />May 4, 1981; and minutes of the Public Conference of May 4 1981 to be approved as received <br />and was adopted by unanimous vote. ' ' , <br /> <br /> 81-166 Public Hearing on the 1981-86 Capita] Improvement Program and on the General <br />Revenue Sharing funds was held. <br /> <br />No one spoke. <br /> <br />UNFINISHED BUSINESS <br /> <br />The following citizens spoke concerning Item 81-151: <br /> <br />Dr. M. E. Alford, SuF~. of Portsmouth Public Schools, spoke concerning equal raises for <br /> both School Board employees and City employees. <br />Ms. Susan Beasley, 4700 Mallard Circle, referred to the letter forwarded to the Council <br /> on May 8, 1981. <br />Francis E. Smith, 3607 Commonsealth Avenue, spoke concerning the budget, referring to <br /> the reducing of manpower on the Fire Department and spoke in opposition to subsidized <br /> housing. <br />Gary L. O'Dell, 2020 Greenwood Drive, representing Portsmouth Firefighters Loc. 539, <br /> spoke concerning the closing of Jamestown Fire Station and related cut-backs in man,owe: <br /> and apparatus.
