Robert Gray, Edward L. <br /> Oast, Jr., Gloria O. Webb, Morton V. Whitlow, G. Robert House, Jr., City Manager, <br /> Steven Lieberman, City Attorney. <br /> <br /> Rev. W. E. Kube, Pastor, Indiana United Methodist Church, opened the meeting with prayer~ <br />followed by the Plege Allegiance to the Flag. <br /> <br />Mayor Johansen welcomed all visitors in attendance. <br /> <br /> Motion of Mr. Barnes and secohded by Mr. Gray, minutes of the called meeting of May 11, <br />1981; minutes of the regular meeting of May 12, 1981, to be approved as received, and was <br />adopted by unanimous vote. <br /> <br /> 81-184 A joint Public Hearing between the Portsmouth Redevelopment and Housing Authorit <br />the Planning Commission, and City Council on the Truxtun Conservation Project, the Hattonsvill <br />and Twin Pines Redevelopment Projects and amendments to the Southside IV, Crawford and Erring- <br />ham Redevelopment Projects was held, with the following present: <br /> <br />Portsmouth Redevelopment g Housing Authority <br /> <br /> Herbert K. Bangel, Chairman, Ralph W. Gholson, William H. Oast, III, James D. Topping, Jr , <br /> Michael A. Kay, Executive Director. <br /> <br /> Planning Commission <br /> <br /> R. Laurence Howes, Chairman, Robert G. Clifford, Martha F. Glover, Vincent Skeeter, <br /> James M. Bray, Acting Planning Director. <br /> <br /> Mayor Johansen opened the meeting with the following remarks: <br /> <br /> "Tonight's public hearing follows a longstanding practice in addressing Community Develop <br />ment Program issues in which we bring together the City Planning Commission, the Portsmouth <br />Redevelopment and Housing Authority, and the City Council to review new proposed redevelopment <br />and conservation plans and amendments to several ongoing projects. Before we open the hearing <br />to oubliccomment, I would like to a~k Mr. Herbert Bangel, Chairman of the Portsmouth Redevelop <br />ment and Housing Auth~ri~y~ for his remarks." <br /> <br /> Herbert K. Bangel, Chairman, Portsmouth Redevelopment and Housing Authority, presented <br />the following: <br /> <br /> "This evening we will review proposed plans for the Twin Pines, Truxtun, and Hattonsville <br />neighborhoods, as well as amendments to the Crawford, Southside, and Effingham Redevelopment <br />Projects. <br /> <br /> In keeping with the objectives delineated in the Housing and Community Development Act of <br />1974 and affirmed by City Council, the City and the Authority propose the initiation of redeve] <br />opment activities in the Hattonsville and Twin Pines neighborhoods and a conservation program <br />in the Truxtun community. In addition, amendments to the Crawford, Southside, and Effingham <br />Redevelopment Plans are necessary and appropriate in order to continue the extensive revital- <br />ization efforts initiated several years ago in these areas. <br /> <br /> The matters before us this evening are of utmost importance to Portsmouth's overall objec <br />tire of revitalizing and upgrading its neighborhoods in an effort to provide decent, safe, <br />and sanitary living accommodations for its residents while at the same time enhancing the tax <br />base and generating expanded employment opportunities within our city. <br /> <br /> I would like to call upon Mr. Michael Kay, Executive Director of the Portsmouth Redevelop~ <br />ment and Housing Authority, to present a brief overview of the proposed plans and amendments." <br /> <br /> Michael A. Kay, Executive Director, Portsmouth Redevelopment and Housing Authority, <br />presented the following: <br /> <br /> "PROPOSED REDEVELOPMENT AND CONSERVATION PROJECTS AND AMENDMENTS <br /> <br /> SOUTHSIDE <br /> <br /> Four additional blocks in the Southside neighborhood have been approved for funding in <br />the 1980-81 Community Development Programs. The incorporation of these four blocks within the <br />Southside IV Project will permit the City to continue its longstanding commitment to the re- <br />vitalization of Southside. The assemblage of this land will provide sites for new commercial <br />re~se, as defined by the Comprehensive Plan and the General Southside Land Use Plan previously <br />ad6pted by City Council, and will also serve as potential back-up area for the industrial deve- <br />lopment proposed for Southside IV. <br /> <br /> CRAWFORD (DOWNTOWN SOUTH) <br /> <br /> The four blocks between Court, Washington, County, and South Streets are proposed to be <br /> added to the existing Urawford Urban Renewal Project in order to permit rehabilitation of <br /> structurally sound dwellings and the clearance of deteriorated commercial and residential pro- <br /> perties. Clearance activities will create new sites to be subsequently made ~vailable for new <br /> private, ~esidential, commercial, and related developments in accordance ,~ith the current D-1 <br /> <br /> <br />
