29: <br /> <br />June 9, 1981 <br /> <br /> The Portsmouth Redevelopment and Housing Authority at its June 2, 1981 meeting approyed <br />Amendment No. 4 to the Mount Hermon Conservation and Redevelopment Plan. This amendment <br />proposed that the strip of properties along the northern side of London Boulevard, currently <br />designated for public open space, be changed to residential reuse. The Mount Hermon Project <br />Area Committee has endorsed the proposed amendment to the Plan. A letter from the Executive <br />Director of PRHA and a map is attached for your information. The City Manager recommends <br />adoption." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Beamer, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION APPROVING AMENDMENT NO. 4 TO THE MOUNT HERMON CONSERVATION <br />AND REDEVELOPMENT PLAN FOR THE MOUNT HERMON CONSERVATION AND REDEVELOPMENT <br />PROJECT. <br /> <br /> WHEREAS, this Council <br />Redevelopment Plan for the <br />Virginia; and <br /> <br />by resolution adopted May <br />Mount Hermon Conservation <br /> <br />16, 1972, approved a Conservation and <br />and Redevelopment Project, Portsmouth, <br /> <br /> WHEREAS, there has been presented to this body, for consideration and approval, a copy <br />an amended Land Use Map (Exhibit No. 2) of the Conservation and Redevelopment Plan for the <br />project area, dated June, 1981; and <br /> <br /> WHEREAS, Amendment No. 4 proposes to delete a land use from the Land Use Map, Exhibit No. <br />2; and <br /> <br />WHEREAS, no other changes to the Plan or Plan Exhibits are required; and <br /> <br /> WHEREAS, said Amendment No. ~ has been carefully reviewed and said Redevelopment Plan <br />conforms to the general plan for development of the City of Portsmouth as a whole; and <br /> <br /> WHEREAS, Portsmouth Redevelopment and Housing Authority has resolved that this Amendment <br />in the best interest of the City's renewal effort: and <br /> <br /> WHEREAS, this Council <br />the Housing and Community <br />discrimination because of <br /> <br />is cognizant of the conditions that are imposed by the provisions <br />Development Act of 1974, as amended, including those prohibiting <br />race, age, color, creed, sex or national orlg~n; and <br /> <br /> WHEREAS, in the judgment of this Council it is in the interest of the City and its inhabi <br />that the said Amendment be approved. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br /> 1. That Amendment No. 4 to the Redevelopment Plan for the Mount Hermon Conservation and <br />Redevelopment Project, having been duly reviewed and considered, it is hereby found: <br /> <br /> (a) That the objectives of the Mount Hermon Conservation and Redevelopment Project, <br />Portsmouth, Virginza, can be better achieved by the adoption of said Amendment. <br /> <br /> (b) That Amendment No. 4 to the Mount Hermon Conservation and Redevelopment Plan <br />conforms to the general plan for the City of Portsmouth as a whole and continues to meet the <br />requirements as a Conservation and Redevelopment Project set forth under Title 36 of the Code <br />of Virginia, 1950, as amended. <br /> <br /> 2. That Amendment No. 4 to the Mcunt Hermon Conservation and Redevelopment Plan for the <br />Mount Hermon Conservation and Redevelopment Project, having been duly reviewed and considered. <br />is hereby approved and the City Clerk is hereby directed to file a copy of said Amendment wit~ <br />the minutes of this meeting. <br /> <br />Ayes: Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br />(Copy of the Amendment on file ~n the City Clerk's Office) <br /> <br /> 81-201 "Consideration of a resolution authorizing the transfer of City-owned property t <br />the Portsmouth Redevelopment and Housing Authority. <br /> <br /> This property was acquired by the City during~the London Boulevard street widening pro- <br />ject. This parcel is located on London Boulevard at what was formerly Sumners Lane in Mount <br />Hermon. This resolution will authorize the transfer of this property to the Portsmouth Rede- <br />velopment and Housing Authority for $112, the assessed value of the parcel. The City Manager <br />recommends adoption." <br /> <br /> On motion of Mr. Beamer and seconded by Mr. Gray, the following resolution was adopted, <br />and by the fdllowing vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY CITY-OWNED PROPERTY TO <br />PORTSMOUTH REDEVELOPMEN% AND HOUSING AUTHORITY (RESIDUE PARCEL LONDON BOULEVARD, <br />MOUNT HERMON REDEVELOPMEN~ PROJECT). <br /> <br /> WHEREAS, the City of Portsmouth owns certain real property, hereinafter-described, pur- <br />chased in connectmon with the London Boulevard street widening project, which property is no <br />longer required by the City for public use, and is hereby declared to be surplus property; and <br /> <br />~ants <br /> <br /> <br />
