<br />Project, (hereinafter called the "Project"), encompasses the area as described in the
<br />boundary description within the Plan ~n the City of Portsmouth, State of Virginia (herein-
<br />after called the "Locality"), and delineated on the attached exhibits; and
<br />
<br /> WHEREAS, there has been presented to this Council information and data respecting the
<br />relocaticn program which has been prepared by the Authority from studies surveys, and
<br />inspections of the project area; and '
<br />
<br /> WHEREAS, it is necessary that this Council take appropriate official action respecting
<br />the Plan for the Project, in conformity with Sections 3649 and 3949.1 etc. seq. of the
<br />Code of Virginia (19S0) as amended; and '
<br />
<br /> WHEREAS, Portsmouth Redevelopment and Housing Authority has resolved that this Plan
<br />is in the best interest of the City's renewal effort; and
<br />
<br /> WHEREAS, this Council is cognizant of the conditions that are imposed by the provisions
<br />of the Housing and Community Development Act of 197~, as amended, including those prohibiting
<br />discrimination because of race, age, color, creed, sex or national origin; and
<br />
<br /> WHEREAS, in the judgement of this Council it is in the interest of the City and its
<br />inhabitants that the said Plan be approved.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmonth:
<br />
<br /> (1) That it is hereby found and determined that the Project is a blighted, deteriorated
<br />or deteriorating area and qualifies as an eligible project area under Title 36 of the Code
<br />of Virginia (1950) as amended.
<br />
<br /> (2) That the Plan for the Project, having been duly reviewed and considered, is
<br />hereby approved and the City Clerk is hereby directed to file a copy of said Plan with the
<br />minutes of this meeting."

<br />The following reports from the City Manager were

<br />portions of Harbor Court.
<br />
<br />The City of Portsmouth has made application to vacate and close portions of Harbor
<br />-Court. This resolution appoints viewers in accordance with State law to view the street
<br /> and make a report back to City Council. The City Manager recommends adoption."
<br />
<br /> On motion of Mr. Gray and seconded by Mr. Whitlow, the following resolution was adopted
<br /> and by the following vote: ,
<br />
<br />"A RESOLUTION APPOINTING VIEWERS FOR CLOSING A PORTION OF HARBOR COURT.
<br />
<br /> WHEREAS, the City of Portsmouth has made application to vacate, close and discontinue
<br />the hereinafter-described portions of Haroor Court, and it appearing that Notice of Applicatio
<br />and request for the appointment of viewers was duly posted on October 9, 1981, on the bulletin
<br />board of the Circuit Court of the City of Portsmouth, the General District Court of the City
<br />of Portsmouth (Civil Division) and the Municipal Building of the City of Portsmouth.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that A. N. Kendrick, Charles R. Hudgins, R. E. Bruce Stewart, Harrison Miller and R. Irvine
<br />Smith be appointed viewers and that James Moss and C. E. Ellis be appointed alternate viewers
<br />in the event one of the preceding viewers fails to participate, said viewers to view the
<br />hereinafter-~escribed portion of such street, and to report to this Council in writing whether
<br />in their opinion any, and if any, what inconvenience would result in vacating and closing
<br />the following:

<br /> All that certain parcel or portion of Harbor Court designated as "Parcel 3"
<br />on that certain plat entitled, "Physical Survey of Parcel B-Crawford Harbor Project",
<br />dated April 7, 1981 and prepared by Robert G. Addison g Associates, Ltd.
<br />
<br /> All that certain parcel or portion of Harbor Court designated as "Parcel
<br />on that certain plat entitled, "Plat Showing Exchange Of Properties Between
<br />Parcels A And B, Crawford Harbor Project, Portsmouth, Virginig For Portsmouth
<br />Redevelopment and Housing Authority", dated October 29 1980, and prepared by
<br />Robert T. Addison & Associates, Ltd." '

<br /> 81-391 - "Consideration of a motion to abate and refund with interest Real Property Taxes
<br />assessed and paid in error.

<br />Property Taxes, to Ms. Delle H. Poweli, which were
<br />1978-80. The City Manager recommends adoption."
