January I2: 1992 <br /> <br /> WHEREAS, in accordance with the rules of the State Corporation Commission, a copy of the <br />application has been served upon the City of Portsmouth; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia is not opposed to the agency <br />service transfer as long as there will be no reduction in service provided to Virginia Chemi- <br />cals, Inc. or any other industrial use existing or to be established in the West Norfolk area <br />of Portsmouth and along the rail lines serving that area, and allowances will be made for <br />increased train and administrative services should shipping and receiving activities of Virgi~ <br />ia Chemicals, Inc. or any other existing or to be created industrial activity so warrant and <br />that the Norfolk, Franklin and Danville Railway Company or their successor zn interest will <br />respond to any additional transportation needs in a timely and efficient manner. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth expresses its <br />noncerns as noted above to the agency service transfer and directs the City Attorney to take <br />whatever steps deemed necessary in order ~o assure that the concerns of the City Council of <br />the City of Pcrtsmouth is brought to the attention of the State Corporation Commission." <br /> <br />Ayes: Beamer, Gray, <br />Nays: None <br />Abstaining: Barnes, Oast <br /> <br />Webb, Whitlow, Johansen <br /> <br /> 82-19 - Motion of Mr. Barnes and seconded by Mr. Beamer, <br />express Council's views opposing the Army Corps of Engineers' <br />position paper on,same to SVPDC, and was adopted by unanmmous <br /> <br />~r~cting the City Manager to <br />proposal and presenting a <br />vote. (Craney Island) <br /> <br />- NEW BUSINESS <br /> <br /> 82-20 Mrs. Armada Baker, 41 Manly Street, spoke concerning funds from the Federal <br />Governm~n% on a grant for the Truxton area for the elderly and the'handicapped in August 1978. <br /> <br />Mrs. Baker was advised that Mr. Wayne Orton would be of assistance to hereon the matter. <br /> <br /> 82-21 James S. Hartl~y, 43 E. Pollux Circle, spoke concerning rules and procedures of <br />the City Council adopted at the meeting of December 8, 1981. <br /> <br /> 82-22 Neil Abramson, 2501 Locks Road, Chesapeake, Virginia, spoke concerning proposal <br />submitted on the OldbSeaboard Building and asked that some clear direction be given to PRHA~ <br /> ~he ~oUn~il and Manager indicated that the direction given by Council to review proposals was being carrie~ <br /> <br /> 82-23 On motion of Mr. Barnes and seconded by Mrs. Webb, the following ordinance was <br />approved on first reading, and by unanimous vote: <br /> <br />m~N ORDINANCE T~KF~P~PK~A~B~$~8, yR~M~%BB~C~P, ZTAL IM~R0~VEMEN~ ~ <br />FUND FOR THE PURCHASE OF A TRAFFIC SIGNAL CONTROLLER TO BE INSTALLED IN THE <br />AREA OF THE CRAWFORD CONNECTOR AND COURT STREET IN CONJUNCTION WITH THE <br />SECOND DOWNTOWN TUNNEL PROJECT." <br /> <br /> 82-24 Councilman requested that the City Manager advise Council their options on the <br />registration of handguns on the local level. <br /> <br /> 82-25 Motion of Mr. Beamer and seconded by Mr. Whitlow, to go into an executive session <br />for the purpose of discussing the following, and was adopted by unanimous vote: <br /> <br />(A) USE OF PUBLIC PROPERTY <br /> <br />(1) Waterfront Development <br />(2) Industrial Development <br />(3) Proposed Acquisition, <br /> of Property <br /> <br />Use, and Sale <br /> <br />(B) LEGAL MATTERS <br /> <br />(1) Contracts <br />(2) Litigation <br />(3) Council Procedures <br /> <br />(C) PERSONNEL <br /> <br />(1) A Personnel Matter <br /> <br />(D) BOARDS AND COMMISSIONS <br /> <br />(1) Jail Advisory Board <br />(2) Law Library Board <br />(3) Southeastern Virginia Regional <br /> Jail Facility <br /> <br />On motion <br />APPROVED <br /> <br />/ <br /> <br />meeting adjourned. <br /> <br /> <br />
