Bray. <br /> <br /> Gordou B. Tayloe, Jr., Attorney, Central Fidelity Bank Building, representing Armistead <br />Forest, spoke in support of the petition. <br /> <br /> ~ohn A. Anderfuren, Box 6065, Portsmouth, Ptann~r for the Developer of Armistead Estates, <br />spoke in support of the petition, and presented technical information concerning the property. <br /> <br /> Mrs. Mary DeNaro,, 3724 Shorelin~ Drive, representing Churchland Association, snoke in <br />opposition to any further rezoning of large sections of land in Churchland to less ~han R-100. <br /> <br /> Mrs. Mary Chipman, 3817 Yaupon Street, representing Armistead Forrest, spoke in oppositio' <br />of the petition and presented petition signed by Bette M. Salsgiver, 3933 Old Farm Road, representing Churchland West Civic League, <br />spoke in opposition of the petition for R-75-K. <br /> <br /> Motion of Mr. Whitlow and seconded by Mr. Barnes, to concur in thy reaommendation of the <br />Planning Commission, the following ordinance to be approved from R-75 to R-100; ~r6~ R-75 to <br />R-?5-K Conditional on first reading, and by the following vote: <br /> <br /> "ZONING AMENDMENT ORDINANCE Z 81-la" <br /> <br />Ayes: Barnes, Gray, Whitlow, Johansen <br />Nays: Beamer, Oast, Webb <br /> <br />(b~ Us-e ii,trait ~ Up- 81- 2 t[~._ <br /> <br />Petition of Trustees of the Churzh of God, by Mark S. Hambrick <br />Pastor. <br /> <br /> Rev. Mark Hambrick, 3522 Winchester Drive, representing Westhaven Park Church of God, <br />spoke in favor of the petition, and requested that the present fence - 4 ft. chainli~k fence <br />be allowed to remain to avoid the expense of installing a $ ft. masonry or wooden fence for <br />play area. <br /> <br /> Motion of Mr. Oast and seconded by Mrs. Webb, to concur in the recommendation of the <br />Planning Commission. <br /> <br /> Substitute motion of Mr. Whitlow and seconded by Mr. Beamer, that the matter be deferred <br />and the Planning Department meet with the representatives of the church to try to answer some <br />of the concerns relative to fencing, either reduce ttie number of children or increase the size <br />of the play area, and a proposed compromise be furnished, and was adopted by unanimous vote. <br /> <br /> (c) Use Permit UP 81-22 - Petition of Mrs. Willia Bradley Jones, by Robert Hooker, <br /> Minister of St. James House of Prayer. <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Gray to concur in the recommendation of the <br />Planning Commission, that UP 81-22 to operate a group residence for mentally retarded adults <br />at 1602 County Street be denied , and was adopted by the following vote: <br /> <br /> Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br /> Nays: None <br /> <br /> (d) Use Permit UP 81-2~ <br /> Pastor Jesse A. <br /> <br /> Motion of Mr. <br />Pl&~mLng Commission, <br />Broad Street zoned <br /> <br /> (e) Use Permit <br /> <br /> Applicant requested petition <br /> <br /> Motion of Mr. Beamer <br />was adopted by unanimous <br /> <br /> Petition of Howard B.
