January 11, 2000 00 - 07 - Adoption of a resolution authorizing the City Attorney to acquire by eminent domain proceedings a parcel of property at Virginia Avenue and Woodrow Street which is needed for the improvement of Virginia Avenue. Recommendation: · Adoption of a resolution authorizing the City Attorney to acquire by eminent domain proceedings a parcel of property at the corner of Virginia Avenue and Woodrow Street needed for the improvement of Virginia Avenue. Purpose and Need: · This area of 134 square feet is needed to improve the radius at this corner. Financial Impact: · The appraised value of the property is $700. Motion by Mr. Whitehurst, and seconded by Mr. Pitts, to adopt the following resolution, and was adopted by the following vote: "A RESOLUTION AUTHORIZING THE CITY ATTORNEY, OR HIS DESIGNEE, TO ACQUIRE BY EMINENT DOMAIN PROCEEDINGS PROPERTY OWNED BY NATHANIEL L. THOMAS, SAID PROPERTY BEING NECESSARY TO IMPROVE VIRGINIA AVENUE. WHEREAS, the Council of the City of Portsmouth, Virginia has determined that it is in the public interest, and a public necessity, to improve Virginia Avenue from High Street to Cleveland Street; and WHEREAS, the City has made a bona fide but thus far ineffectual effort to acquire the property described herein; and WHEREAS, the advancement of the work and use of the property cannot proceed until it has been acquired, and the use of the property will be unreasonably delayed if the property is not made available as soon as possible. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: That the City Attorney be, and he hereby is, directed to institute eminent domain proceeding, or cause such proceedings to be instituted against the hereinafter described property situate in the City of Portsmouth, Virginia, for the purpose of acquiring fee simple title thereto pursuant to Sections 2.06, 2.07 and 2.08 of the Charter of the City of Portsmouth, as amended, said property being designated and shown as Proposed RAN Area = 134 Sq. Ft. or 0.0031 Acres on that certain plat entitled:" Plat Showing Property To Be Acquired By City Of Portsmouth for Right Of Way Purposes, Portsmouth, Virginia", dated April 28, 1999, prepared by Horton & Dodd, P.C. The name of the property owner is Nathaniel L. Thomas. The property has been appraised for $700.00, and such sum as the Court shall order as compensation shall be paid according to order of said Court." Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley Nays: None 00 - 08 - Adoption of a resolution to support the study and development of a regional bikeway to serve the cities of South Hampton Roads. Several South Hampton Roads cities are exploring the feasibility of creating a continuous paved bikeway from downtown Suffolk to Old Dominion and Norfolk State Universities.
