<br />At a regular meeting of the City Council held on March 23, 1982, there were present:

<br />J. E. Johansen, Jack P. Barnes, Ben A. Beamer, Sr., J. Robert Gray,
<br />east, Jr., Gloria O. Webb, Morton V. Whitlow, G. Robert House, Jr.,

<br />Rev. Winston E. Waugh~ Pastor, Fellowship United Church of Christ, opened the meeting
<br />prayer, followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Johansen welcomed all visitors in attendance.
<br />
<br /> Motion of Mrs. Webb and seconded by Mr. Gray, the minutes of the called meeting of
<br />March 9, 1982 be approved; minutes of the regular meeting of March 9, 1982 be approved as
<br />corrected, and ~as adopted by unanimous vote.
<br />
<br /> 82~98 - Mayor Johansen presented to Miss Cathy E. Devor, "Miss Portsmouth Seawall 1981",
<br />with "Key to the City". Miss Devor presented the Mayor with a photograph of she and the Mayor
<br />
<br /> 82-99 - J. Hunter BrantIey, Chairman, Clean Community Commission, presented two awards
<br />as results of the combined efforts of the Clean Community Commission, the volunteers, and the
<br />City of Portsmouth; a plaque for first place nationally, "Keep America Beautiful, and plaque
<br />for third place in the State, "Keep Virginia Beautiful". The Mayor thanked Mr. Brantley for
<br />the outstanding work he had done, and on behalf of the Council, appreciated all the efforts
<br />he had made.
