March 23, 1982 <br /> <br />with <br /> <br />At a regular meeting of the City Council held on March 23, 1982, there were present: <br /> <br />J. E. Johansen, Jack P. Barnes, Ben A. Beamer, Sr., J. Robert Gray, <br />east, Jr., Gloria O. Webb, Morton V. Whitlow, G. Robert House, Jr., <br />Steven Lieberman, City Attorney. <br /> <br />Edward L. <br />City Manager, <br /> <br />Rev. Winston E. Waugh~ Pastor, Fellowship United Church of Christ, opened the meeting <br />prayer, followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Johansen welcomed all visitors in attendance. <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Gray, the minutes of the called meeting of <br />March 9, 1982 be approved; minutes of the regular meeting of March 9, 1982 be approved as <br />corrected, and ~as adopted by unanimous vote. <br /> <br /> 82~98 - Mayor Johansen presented to Miss Cathy E. Devor, "Miss Portsmouth Seawall 1981", <br />with "Key to the City". Miss Devor presented the Mayor with a photograph of she and the Mayor <br /> <br /> 82-99 - J. Hunter BrantIey, Chairman, Clean Community Commission, presented two awards <br />as results of the combined efforts of the Clean Community Commission, the volunteers, and the <br />City of Portsmouth; a plaque for first place nationally, "Keep America Beautiful, and plaque <br />for third place in the State, "Keep Virginia Beautiful". The Mayor thanked Mr. Brantley for <br />the outstanding work he had done, and on behalf of the Council, appreciated all the efforts <br />he had made. <br /> <br />- UNFINISHED BUSINESS <br /> <br />Consent Age,da <br /> <br />Vice Mayor Requested that Item 82-82 be removed from the Consent Agenda. <br /> <br /> On motion of Mr. Oast and seconded by Mrs. Webb, the following items approved on first <br />reading at the r~gular meeting of March 9, 1982, were adopted, and by the following vote: <br /> <br />82-81 <br /> <br />82-86(b)- <br /> <br />"aN ORDINANCE TO APPROPRIATE 9.7 MILLION DOLLARS FROM THE CAPITAL <br />IMPROVEMENT FUND FOR CONSTRUCTION COSTS AND RELATED ENGINEERING <br />SERVICES FOR THE LAKE KILBY IMPROVEMENT PROJECT, PHASE I." <br /> <br />"AN ORDINXNCE TO APPROPRIATE $100,000 FROM THE CAPITAL IMPROVEMENT <br />FUND FOR IMPROVEMENTS TO PORTSMOUTH AND VICTORY BOULEVARDS PURSUANT <br />TO AGREEMENTS WITH THE VIRGINIA DEPARTMENT OF HIGHWAYS AND TRANS- <br />PORTATION.'' <br /> <br />A~es: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 82-82 The following item removed from the Consent Agenda was approved on first reading <br />at the regu't~r meeting of March 9, 1982: <br /> <br />"AN ORDINANCE TO APPROPRIATE $352,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />RENOVATION AND REPLACEMENT OF THE EXISTING HEATING, VENTILATION AND AIR <br />CONDITIONING SYSTEMS AT T. A. WILLETT AUDITORIUM." <br /> <br />Morion of Mr. Barnes and seconded by Mr. east, to adopt the ordinance. <br /> <br /> Motion of Mr. Beamer and seconded by Mr. Whitlow, that the ordinance be amended to <br />$409,132, and was adopted by unanimous vote. <br /> <br />On motion, the ordinance was adoFted, as amended, and by the following vote: <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br />Other Items Under Unfinished Business <br /> <br /> 82-50(j) The following ordinance approved on first reading at the regular meeting of <br />March 9, 1982, was taken up and read: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, <br />AS AMENDED, BY AMENDING S~CTIONS 40-71(a) AND (b) THEREOF, PERTAINING TO <br />AMUSEMENT ENTERPRISES IN COMMERCIAL C-2 DISTRICT." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Beamer, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Barnes, Beamer, Oast, Johansen <br />Nays: Gray, Webb, Whitlow <br /> <br /> 82-81(b) Motion of Mr. Gray and seconded by Mrs. <br />Improvement Project, Phase I, be awarded to Pizzagalli <br />responsible bidder, and was adopted by unanimous vote. <br /> <br />Webb, the contract for the Lake Kirby <br />Construction Company, being the lowest <br /> <br /> <br />
