May 11, 1982 <br /> <br /> WHEREAS, there was <br />fiscal year 1983; and <br /> <br /> WHEREAS, <br />which serves <br />third of its <br />program; and <br /> <br />no advance notice of the decision not to fund these programs for the <br /> <br />the Flynn Christian Fellowship House of Portsmouth Inc., a residential program <br />128 Title XX male and female clients Fer year will lose over $65,000.00 or one <br />total operating budget because of said decision to eliminate the funding of this <br /> <br /> WHEREAS, citizens of the city in need of such services will be forced to seek in~ <br />alized treatment alternatives; and <br /> <br /> WHEREAS, many of the services provided by this program are indigent citizens unable to <br />afford such institutionalized treatment. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the Council hereby expresses its concern over the decision of the Virginia Department of Welfa <br />to eliminate the state to state Title XX Frogram funding for alcohol rehabilitation services <br />for fiscal year 1983. <br /> <br /> BE IT FURTHER RESOLVED that the Council encourages the members of the State Board of <br />Welfare and'the Virginia Department of Welfare to'reconsider this decision and to reinstate <br />funds necessary to continue the program of inpatient and residential care for fiscal year 1983~ <br /> BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, instructed to forward <br />a copy of this resolution to the members of the Virginia State Board of Welfare, the Secretaryl <br />of the Virginia Department of Welfare, and the members of the Portsmouth Community Services <br />Board." <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 82-169 - Councilman expressed concern on the budgetary process and suggested that the <br />process needed to be refined. Other members of the Council also expressed their concern. <br /> <br /> The City Manager stated that his staff was currently reviewing alternate procedures. <br /> <br /> 82-170 Vice Mayor Beamer offered the following nominations for appointments to Boards/ <br />Commissions: <br /> <br />Eastern Virginia Medical Authority <br /> <br />Robert W. Wentz, Jr. to be reappointed for a term of three years, expiring May 31, 1985. <br /> <br />Libr&~y Board <br /> <br /> g~rt~a W. Edwards ~o~.be app6~ed for an unexpired term, ending December 1, 1984', replacing <br />Albert S. Eure who resigned. <br /> <br /> Motion of Mr. Barnes and seconded by Mrs. Webb, <br />further nominations, the above members to be elected <br />was adopted by unanimous vote. <br /> <br />to close nominations, and there being no <br />to the designated Board'Commission, and <br /> <br /> 82-171 - Motion of Mr. Whitlow and seconded by Mr. Gray, to go into an executive session <br />for the purpose of discussing a Personnel Matter, and was adopted by unanimous vote. <br /> <br />On motion meeting adjourned. <br />APPROVED -~ <br /> <br />City Clerk <br /> <br /> <br />
