May 11, 1982 WHEREAS, there was fiscal year 1983; and WHEREAS, which serves third of its program; and no advance notice of the decision not to fund these programs for the the Flynn Christian Fellowship House of Portsmouth Inc., a residential program 128 Title XX male and female clients Fer year will lose over $65,000.00 or one total operating budget because of said decision to eliminate the funding of this WHEREAS, citizens of the city in need of such services will be forced to seek in~ alized treatment alternatives; and WHEREAS, many of the services provided by this program are indigent citizens unable to afford such institutionalized treatment. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the Council hereby expresses its concern over the decision of the Virginia Department of Welfa to eliminate the state to state Title XX Frogram funding for alcohol rehabilitation services for fiscal year 1983. BE IT FURTHER RESOLVED that the Council encourages the members of the State Board of Welfare and'the Virginia Department of Welfare to'reconsider this decision and to reinstate funds necessary to continue the program of inpatient and residential care for fiscal year 1983~ BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, instructed to forward a copy of this resolution to the members of the Virginia State Board of Welfare, the Secretaryl of the Virginia Department of Welfare, and the members of the Portsmouth Community Services Board." Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen Nays: None 82-169 - Councilman expressed concern on the budgetary process and suggested that the process needed to be refined. Other members of the Council also expressed their concern. The City Manager stated that his staff was currently reviewing alternate procedures. 82-170 Vice Mayor Beamer offered the following nominations for appointments to Boards/ Commissions: Eastern Virginia Medical Authority Robert W. Wentz, Jr. to be reappointed for a term of three years, expiring May 31, 1985. Libr&~y Board g~rt~a W. Edwards ~o~.be app6~ed for an unexpired term, ending December 1, 1984', replacing Albert S. Eure who resigned. Motion of Mr. Barnes and seconded by Mrs. Webb, further nominations, the above members to be elected was adopted by unanimous vote. to close nominations, and there being no to the designated Board'Commission, and 82-171 - Motion of Mr. Whitlow and seconded by Mr. Gray, to go into an executive session for the purpose of discussing a Personnel Matter, and was adopted by unanimous vote.
