<br />At a regular meeting of the City Council held on May 25, 1982, there were present:

<br /> Rev. Vernon A. Battle, Associate Pastor, Third Baptist Church, opened the meeting with
<br />prayer, followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Johansen welcomed all visitors in attendance.
<br />
<br /> Motion of Mr. Barnes and seconded by Mr. Gray, minutes of the called meeting of May 11,
<br />1982; minutes of the regular meeting of May 11, 1982; and minutes of the called meeting of
<br />May 18, 1982, to be approved as received, and was adopted by unanimous vote.
<br />
<br />82-175 - "Consideration of a resolution commending Manor High School Golf Team.
<br />
<br /> On motion of Mr. Barnes and seconded by Mr. Gray, the following resolution was adopted,
<br />and by the following vote:
<br />
<br />"A RESOLUTION EXTENDING THE CONGRATULATIONS OF THE
<br />TO THE MANOR HIGH SCHOOl GOLF TEAM AND THEIR COACH
<br />STATE HIGH SCHOOL GOLF CHAMPIONSHIP FOR 1982.
<br />
<br />COUNCIL OF THE CITY OF PORTSMOUTH
<br />ON WINNING THE GROUP AAA VIRGINIA
<br />
<br /> WHEREAS, the Manor High School Gol£ T.eam has~won-~ke-t982 Group BgA:Virginia
<br />Championship; and
<br />
<br /> WHEREAS, the Manor High School golf team members are Robert L, Bell, Stephen Henderson,
<br />Roger W. Newsome, Timothy A. Newsome and Rbbert B. Sarver; and
<br />
<br /> WHEREAS, the Manor High School golf team placed three players in the top eight individua
<br />leaders in the Group AJuA Virginia State High School Championship Tournament; and
<br />
<br /> WHEREAS, the coach of
<br />been nominated as National
<br />for this award; and
<br />
<br />the Manor High School golf team, Charles "Shotgun" Brown has
<br />High School Golf Coach of the Year and is among the eight'finalist
<br />
<br /> WHEREAS, the Manor High School golf team by its successful athletic achievements as a
<br />team and by the individual achievements of the team members and coach has represented the
<br />City of Portsmouth in a commendable manner throughout the Commonwealth of Virginia.
<br />
<br /> NOW, tHEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the Council hereby extends its congratulations to the Manor High School golf team and
<br />their coach on winning of the Group AAA Virginia High School Golf Championship for 1982.-
<br />

<br /> Mayor Johansen presented the resolution to Coach Charles Brown and members of the Manor
<br />High School Golf Team mn recognition of winning the Group AAA Virginia High School Golf
<br />Championship for 1982. Mrs. Olivia T. Hinton, Principal, Manor High School was present.
<br />
<br /> 82-176 Public Hearing on 1982-85 Capital Improvements Program and General Revenue
<br />Sharing Capital Budget for 1982-83 was held.
<br />
<br /> Marcellous McKnight, 1422 Barbour Drive, spoke concerning a volunteer program being set
<br />up under the General ~ze~me Shariny Capital Budget.
<br />

<br /> 82-145(a) The following ordinance approved on first rmading at the regular meeting
<br />of May 11, 1982, was taken up and read:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $200,000 FROM THE CAPITAL IMPROVEMENT FUND FOR
<br />CONTRACTUAL MAINTENANCE FOR SCHOOL FACILITIES~"

<br />The following reports from the City Manager were presented:
<br />
<br /> 82-178 "Consideration of an ordinance on first reading to appropriate $3,800 from
<br />the Public Law Library Fund for the operation and maintenance of the Public Law Library.
<br />
<br /> The Law Library Fund is funded by an assessment as part of the cost incident to each
<br />civil action filed in the Circuit Court and in the District Court located within the City.
<br />This appropriation involves funds whose use are limited to the operation and maintenance
<br />~f the Public Law Library, The cost of maintaining the existing collection for FY 1981-82
<br />is $1~,712.~0. Approximately $11,000 has previously been provided. This appropriation
<br />will provide the funds necessary for the remainder of this fiscal year. The City Manayer
<br />recommends adoption on first reading.
