Motion-'of Mrs. Webb and seconded by Mr.~Gray, to concur in the recommendation of the Planning Commission, UP 82-5 be approved on first reading to operate a house of worship on property located on the east side of Rapidan Street between!GreenwoodDri~e add:Free~o~Avenu and w~s adopted by unanimens vote-~ · (i) Use Permit UP 82-12 Petition J. Cook, Motion of Mr. Gray and seconded by of Robert L. Ewell and Frances G. Chernack, by Earl Sr., Lessee. Mrs. Webb, to concur in the recommendation of the Planning Commission, UP 82-12 be approved on first reading to operate a junkyard on property located at 703-705 and 707 Jamestown Avenue, and was adopted by 5-0-1 (Whitlow-abstaining) vote. (j) Use Permit UP 82-13 Petition of Kool King Corporation, by Joseph L. Edwards, Con- tract Owner. Motion of Mr. Gray and seconded by Mr. Beamer, to concur in the recommendation of the Planning Commission, UP 82-13 be approved on first reading to operate a meat processing store at 4017 turnpike Road, and was adopted by unanimous vote. (k) PROPOSED ~.IENDMENT TO THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA: Section 40-102 (B)(9) pertaining to the duties of the Commission of Architectural Review to permit the Secretary to approve proposals for roofing shingles or other roof covernings mn Cradock and Truxtun Historic Residential subdistricts. Motion of Mr. Gray and seconded by Mr. Beamer, to concur in the recommendation of the Planning Commission, amendment to Section 40~102[B)(~ be approved on first reading, and was adopted by unanimous vote. 82-120 (g) Use~Bermit-UP-82-8 Petition of the New Bethel Baptist Church, by Lenora S. White, Director, for a use permit to operate a Day Care and Development Center at 4212 Greenwod Drive on land zoned Residential R-75,referred from the P~blic Hearing of April 12, 1982. Lenora S. Motion of Mr. Whitlow and seconded by Mrs. Webb, to deny. Motion~of Mr. Beamer and seconded by Mr. Whitlow, that the matter be deferred to meeting of June 22, 1982, due to i~re~alarities, and was adopted by unanimous vote. (Substitute motion) 82-50(b) Use Permit UP 81-21 the Petition by Reverend Mark S. Hambric~, Pastor of the Church of God, located at 3615 Winchester Drive, to operate a day care center, request for petition to be withdrawn. Motion of Mrs. Webb and seconded by Mr. Barnes, request for the petition to be ~ithdrawn was adopted by unanimous vote. 82-201 - Metion of Mr. Gray and seconded by Mr. Beamer, to go mnto an executive session to discuss a Personnel Matter, and was adopted by unanimous vote.
