Oast, Jr. <br /> <br /> 82-199 Public Hearing on proposed amendments of Mount Hermon <br />Redevelopment ~o~emt~No.~5, 5Effi~gh~m~P~o~c~ No. ~, Southside <br />No. 2, and Crawford Urban Renewal Project No. 13 was held. <br /> <br /> Michael Kay, Executive Director, Portsmouth Redevelopment <br />presented the following: <br /> <br />Mount Hermon Conservation and Redevelopment Project No. 5 <br /> <br />Conservation and <br />III Redevelopment Project <br /> <br />and Housing Author~ity, <br /> <br /> Proposed Amendment No. 5 to the Plan for the Mount Hermon Conservation and Redevelopment <br />Project will change the land use of a parcel on the southern side of London Boulevard approxi <br />mateIy i60 feet west of Florida Avenue from S~mi-Public to Commercial. This 0.8~acre had <br />been envisioned in the original 1973 Plan to be utilized for expansion nf off-street parking <br />for the Mount Hermon Baptist Temple. Since this parking has been provided to ~he south and <br />west of the church, this site is no longer required. The mount Hermon Project Area Committee <br />supports the proposed land use change which coincides with the currentCommercial C-1 zoning <br />for this parcel. <br /> <br /> Effingham Project No. 4 <br /> <br /> Proposed Amendment No. 4 to the Plan for the Effingham Project will make two changes ~o <br />the land use within the Project. The first seeks to change from Commercial to Residential <br />that land bounded by Jefferson Street on the north, the rear property lines of the properties <br />facing Seventh Street on the east, Madison Street on the south, and Eighth Street on the west <br />This 1.9-acre tract of land was proposed to be utilized for commercial reuse in the Effingham <br />Plan approved in 1974. Accordingly, in 1981, commercial development proposals, compatible <br />with the residential area to the west, were solicited; however, no viable development proposal <br />were received. Following an in-depth analysis of the area and discussions with theEffingham <br />Project Area Committee, it was determined that the Project's revitalization objectives would <br />best accomplished if the land were utilized for additional single-family construction. Fol- <br />lowing approval of this change from commercial to residential reuse, approximately eight (8) <br />single-family lots will be made available in this area. Since zoning for the area is cur- <br />rently Commercial C-~, a rezoning petition is concurrently being sought to enable such de- <br />velopment to proceed. <br /> <br /> The second adjustment involves the proposed change from Commercial to Commercial and <br />Light-Industrial of that area bounded by Lincoln Street on the north, Seventh Street on the <br />east, Jefferson Street on the south, and Eighth Street on the west. This land use change, <br />together with a concurrent petition to rezone a part of the area from Commercial C-1 and to <br />Industrial M-I, will permit Harrison Moving and Storage to expand their operation. This pro- <br />posed land use change, if approved, will also permit two other businesses, Kirn Body Shop <br />and C 8 M Body Shop, to also purchase additional land in order to expand their current busi- <br />nesses. In order to minimize any ~mpact of the expansion of these operations on the primaril <br />residential Effingham community, a permanent maintenance free landscape varrier buffer will <br />be constructed by the Authority along Eighth Street from Linccln Street ~o Madison Street. <br />The Project Area Committee has reviewed the proposed land use and concept of a barrier/buffer <br />treatment. <br /> <br />Southside III Redevelopment Project <br /> <br /> Amendment No. 2 to the Plan for the Southside III Project proposes to add to the project <br />area the two blocks bounded by Nelson Street on the north, Fourt Street on the east, Jeffer- <br />son Street on the south and Fifth Street on west. The assemblage of property in this area <br />will be undertaken with funds from the 1982 Community Development Program and will include <br />the purchase of 30 parcels of land, the relocation of two homeowners and 20 tenants, and the <br />clearance of 15 structures. In accordance with the ~eneral Land Use Plan for Southside, two <br />block area will be set aside for open space reuse. The Southside III Redevelopment Plan is <br />being amended since it encompasses the contemplated land reuse and is contiguous to the two <br />blocks to be developed. The Newtown Community Development Committee has endorsed the propose~ <br />activity for these two blocks during meetings which were a prerequisite to the completion of <br />the 1982 CD Program Application. <br /> <br />Crawford Urban Renewal Project <br /> <br /> Amendment No. 13 to the Crawford Urban Renewal Project proposes the inclusion in the <br />Project area of the land bounded by High Street on the north, Washington Street on the east, <br />the 1-264 Connector on the south, and Effingham Street on the west. The addition of 15 block <br />into the Crawford Urban Renewal Project represents a continued commitment to revitalize the <br />Central Business District, the protection of the significant investment made previously in <br />the DBD, as well as continuation of the efforts begun last year to address the needs of the <br />Downtown South area west of the original Crawford Project Bcundary at Court Street. Activit~ <br />within the expanded Project boundaries is proposed to be Undertaken on a phased basis over <br />the next four to five years. The total land assemblage program in the area will involve the <br />acquisition of approximately 148 parcels, the relocation of 130 families and individuals and <br />the clearance of 102 structures.
