June 8, 1982 <br /> <br /> 82-211 Motion of Mrs. Webb and seconded by Mr. Whitlow% that W. <br />appointed as Acting City Assessor to serve at the pleasure of Council <br />a City Assessor is appointed, and was adopted by un~nzmous vote. <br /> <br /> E. Froehlich be <br />or until such time as <br /> <br /> 82-149 "Consideration of a motion to appoint the firm of Frederick B. Hill and Company <br />as the-City's independent auditor for the 1982 annual audit. <br /> <br /> The Municipal Finance <br />and Company as the City's <br />their letter is attached. <br /> <br />Commission has recommended the appointment of Frederick B. Hill <br />independent auditor for the annual audit for 1982. A copy of <br />The City Manager recommends adoption.' <br /> <br /> Motion of Mr, Beamer and seconded by Mrs. Webb, <br />appointed as the City's independent auditor for 1982 <br />(Whitlow-nay) vote. <br /> <br />that Frederick B. <br />annual audit, and <br /> <br />Hill and Company be <br />was adopted by 5-1 <br /> <br />- NEW BUSINESS - <br /> <br /> 82-212 Mrs. Evelyn Williams, 2629 Turnpike Road, representing Portsmouth Foster <br />Parents, inquired on the following matters: <br /> <br />1. Why the donation had been changed from 1st of month to the middle of the month. <br />2. ~dha~ge ~n procedure of purchase for a child who formerly was given ~100 Der year, <br /> and now after making purchase the Social Worker has to be contacted to handle the <br /> purchase. <br /> <br />Wayne Orton, Assistant to the City Manager, to furnish a repor~ to Council-andMrs. <br /> <br /> 82-213 Harold Goodman, 1207 Nero Drive, representing Portsmouth Branch NAACP, urged <br />Council to insure that the guidelines used in the various selection processes gi~e futl~ <br />consideration for total makeup of the City's population. <br /> <br /> The following citizens representing the Martin Luther King Leadershio Steering Commitee <br />spoke regarding the Selection Committee for the City Manager, and requested that blacks be <br />added to the Committee and blacks be considered for the City Manager's position and other <br />City vacancies: <br /> <br />Ken Melvin, 1514 Dandridge Drive <br />Reginald A. Early, 251 Elm Avenue <br />Rev. Robert P. Barnes, 309 Dorset Avenue <br />Rev. Roosevelt Harmon, 3409 Irexler Avenue <br />Joe B.
