Pritchard~Jr., 105 Constitution Avenue, spoke in fav6r of the petition. E. T. Gresham, III, 101 Constitut~6~ Avenue, spoke in favor of the petition. On motion of Mr. Barnes and seconded by Mrs. Webb the following ordinance was approved on first reading by unanimous vote. "ZONING AMBNDMENT ORDINANCE Z-82-5". The following reports from the City Manager were presented: 82-219"Consideration of a resolution authorizing the issuance of Sg~OO,OO0.OO principal amount of Grant Anticipation Notes, Series 1982, of the City of Portsmouth, Virginia: for the purpose of providing mon~es to pay a portion of the costs of acquisition, construction and installation of waste water treatment works of and for such city in anticipation of the r~eei~t of the proceeds of a grant due to the City from the United States of America, acti~y ~nd through the Environmental Protection Agency; fixing the form of such notes and providing for the sale of such notes. This resolution authorizes the City Manager to exe~ur~ethe note purchase agreement and ,,.~he official statement for the issuance of $3,200,000. in general obligation Grant Anticipatioz Notes in orde~m to provide a portion of the funding for the Pinners Point Sewage Treatment Plan~ The City Manager recommends adoption.
