July 27, 1982 <br /> <br />At a regular meeting of the City Council held on July 27, 1982, there were present: <br /> <br />Ben A. Beamer, Sr., J. Robert Gray, James W. Holley, III, Gloria O. Webb, <br />Morton V. Whitlow, George L. Hanbury, City Manager, Steven Lieberman, City <br />Attorney. <br /> <br />Absent: Jack P. Barnes <br /> <br /> Philip J. Parker, Pastor of Calvary Baptist Church, opened the meeting with prayer, <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Johansen welcomed all vis~ors in attendance. <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Whitlow, the minutes <br />of July 13, 1982; and, minutes of the regular meeting of July 13, <br />as received and was adopted by unanimous vote. <br /> <br />of th~ called meeting <br />1982 to be approved <br /> <br /> 82-264 - Mayor Johansen presented to Miss Janell Schoedler, "Miss Portsmouth Seawall <br />Festival t982", with"Key to the City." <br /> <br /> 82-265 - Certificate of Appreciation was <br />of Parks & Recreation Commission for services <br /> <br />presented by Mayor Johansen, to Earl W. Bowman <br />rendered. <br /> <br />- UNFINISHED BUSINESS <br /> <br /> 82-242 The following Ordinance approved on first reading at the regular meeting of <br />July 13, 1982, was taken up and read. <br /> <br />"AN ORDINANCE TO APPROPRIATE <br /> FUND FOR SANITARY SEWERS IN <br /> MARINA." <br /> <br />$12,000 FROM THE CAPITAL IMPROVEMENT <br />CONNECTION WITH THE CRAWFORD HARBOR <br /> <br /> On motion of Mr. Gray seconded by Mr. Whitlow the ordinance was adopted and by the <br />following vote: <br /> <br />Ayes: Beamer, Gray, Holley, W~bb, Whiflow,?JOhansen <br />Nays: None <br /> <br />July <br /> <br />82-243 - The following Ordinance approved on first reading at the regular meeting of <br />13, 1982, was taken up and read. <br /> <br />"AN ORDINANCE TO APPROPRIATE $12,000 FROM THE CAPITAL IMPROVEMENT <br />FUND FOR THE CONSTRUCTION OF BREADKWATER BARRIERS AND BOAT PIERS <br />IN CRAWFORD HARBOR." <br /> <br /> On motion of Mr. Beamer and seconded by Mr. Gray the ordinance was adopted and by <br />the following vote: <br /> <br />Ayes: Beamer, Gray, Holley, WeBb}.Whiflb~, $ohansen <br />Nays: None <br /> <br /> 82-245 The following Ordinance approved on first reading at the regular meeting of <br />July 13, 1982, was taken up and read. <br /> <br />"AN ORDINANCE TO APPROPRIATE $10,000 FROM THE CAPITAL IMPROVEMENT FUND <br /> FOR ENGINEERING, SURVEY AND DESIGN WORK FOR THE RECONSTRUCTION OF <br /> FLORIDA AVENUE BETWEEN-LONDON BOULEVARD AND PORTLAND STREET." <br /> <br /> On motion of Mr. Gray and seconded by Mrs. Webb <br />the following vote: <br /> <br />Ayes: Beamer, Gray, Holley~j?W6bb,· Whitlow, <br />Nays: None <br /> <br />t~e ordinance was adopted and by <br />$ohansen <br /> <br /> 92-246 - The following Ordinance approved on first reading at <br />of July 13, 1982, was taken up and read; i <br /> "AN ORDINANCE TO APPROPRIATE $265,642 FROM T~E CAPITAL <br /> FUND FOR THE PAVING OF VARIOUS STREETS THROUGHOUT THE <br /> <br />the regular meeting <br /> <br />IMPROVEMENT <br />CITY." <br /> <br /> Motion of Mr. Beamer, and SecOnded by Mr. Gray t~at the ordinance be amended to <br />$221,581. and was adopted by unanimous vote. <br /> <br /> 'On mo%ion~of Mr. Whitlow and ~ecend~d by Mr. Gray the ordinance was adopted, as <br />amended, and by the following vote: <br /> <br />Ayes: Beamer, Gray, Holley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> Motion of Mr. Gray, and seconded by Mr. Whitlow to award contract to J[&~B Construction <br />Being the low, it respons~Ie~b, idde~ in2i~h~ amOUnt ~df $201,437.30, was approFed by unanimous <br />vo~e.
