<br />At a regular meeting of the City Council held on July 27, 1982, there were present:

<br />Ben A. Beamer, Sr., J. Robert Gray, James W. Holley, III, Gloria O. Webb,
<br />Morton V. Whitlow, George L. Hanbury, City Manager, Steven Lieberman, City
<br />Attorney.
<br />
<br />Absent: Jack P. Barnes
<br />
<br /> Philip J. Parker, Pastor of Calvary Baptist Church, opened the meeting with prayer,
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Johansen welcomed all vis~ors in attendance.
<br />
<br /> Motion of Mrs. Webb and seconded by Mr. Whitlow, the minutes
<br />of July 13, 1982; and, minutes of the regular meeting of July 13,
<br />as received and was adopted by unanimous vote.

<br /> On motion of Mr. Gray seconded by Mr. Whitlow the ordinance was adopted and by the
