August 9, 1982 <br /> <br />At a Public Hearing of the City Council held on August 9, 1982 there were present: <br /> <br />Ben A. Beamer, Sr., J. Robert Gray, James W. Holley, III, Glo~ia O. Webb, <br />Morton V. Whitlow, J. E. Johansen, George L. Hanbury, II City Manager, <br />Steven ~ieberman, City Attorney. ' <br /> <br />Absent: Jack P. Barnes <br /> <br /> ~2-285 - Public Hearing on rezoning applications: <br /> <br /> (a) Zoning Petition Z-~2-17 Petition of William E. Manning by Gary E. Frye, Agent. <br /> <br /> Motion of Mr. Gray and seconded by Mr. Beamer, to concur in the recommendation of the <br />Planning Commission, the following ordinance to rezone property at 4500 Portsmouth Boulevard <br />from Office Residential OR-75 to Commercial C-1 was approved and by 6-1 (nay-Webb) vote: <br /> <br /> "ZONING AMENDMENT ORDINANCE Z-82-17" <br /> <br /> (b) Zoning Petition Z-92-18 Petition of Paul W. 8 Betty W. Caviness, Owners. <br /> <br />Aubrey C. Dunnavant, 3609 South Street, representing citizens of the neighborhood, spoke <br />in opposition of the zoning application. (Petition received, sign by citizens of the neighbor- <br /> the Planning Commission,) <br /> <br /> by Mr. Whitlow the <br /> denied, and was <br /> <br />hood presented to <br /> <br />Motion of Mr. Gray and seconded to concur in the recommendation of <br />Planning Commission, that Z-82-18 be adopted by the following vote: <br /> <br /> Ayes: Beamer, Gray, Holley, Webb, Whitlow, Johansen <br /> Nays: None <br /> <br /> 82-286 - Motion of Mr. Beamer and seconded by Mr. Gray to go into an <br />for the purpose of discussing the following, and was adopted by unanimous <br /> <br /> (A) USE OF PUBLIC PROPERTY <br /> <br />executive sessiS~ <br />vote: <br /> <br />(1) Acquisition and Sale <br />(2) Use of Public Property <br /> (a) Economic Development <br /> (b) Recreational <br /> <br />(B) LEGAL MATTERS <br /> <br />(1) Consultation <br />(2) Litigation <br />(3) Contracts <br /> <br />(C) PERSONNEL <br /> <br />(1) A Personnel Matter <br /> <br />(D) 'BOARDS AND COMMISglONS <br /> <br />(1) Tidewater Transportation <br /> District Commission <br />(2) Cox Cable <br />(3) Supplemental Retirement Board <br />(4) Parks and Recreation Commission <br /> <br />On motion meeting recessed., un~il August <br />On motion meeting adjourned. <br /> ! <br />APPROVED -~,~; ~ · <br /> <br />10, 1982 - 6:30 p.m. <br /> <br />Clerk <br /> <br /> <br />
