158 <br /> <br />September Il; 1~22 <br /> <br />"A RESCLUTION EXPRESSING THE COUNCIL'S iPPRECIATION TO ALLIED REPAIR SERVICE, INC. AND <br />W. K. JOHNSON, PRESIDENT, TO THE WELDER TRAINING PROGRAM AT THE S. H. CLARKE VOCATIONAL <br />TRAINING CENTER. <br /> <br /> WHEREAS, the Office of Economic Development of the City of Portsmouth and the <br />Portsmouth Public Schools have worked together to develop' the concept of a skills <br />center at S. H. Clarke Vocational Training Center; and <br /> <br /> WHEREAS, such Center will provide job training and placement assistance for <br />economically disadvantaged residents of the City of Portsmouth; and <br /> <br /> WHEREAS, funding restraints have made it necessary to limit implementation of the <br />Skill Center at this time to the establishment of a Welding/Metal Trades Program and <br />the renovation of a welding lab; and <br /> <br /> WHEREAS, the cost of construction of said lab will be funded by funds provided under <br />the Comprehensive Employment and Training Act and the Community Development Program; and <br /> <br /> WHEREAS, Allied Repair Service, [nc. supported the proposed Welder Training Program <br />by furnishing equipment as required for a minimum of ten (iD) trainees, which value is <br />estimated at approximately $10,575.00; and <br /> <br /> ~HERBAS, W. K. Johnson, President of Allied Repair Service, <br />his expertise to the development of a curriculum, has visited the <br />and been of tremendous help in program development; and <br /> <br />Inc., has also contribute <br />school several times, <br /> <br /> WHEREAS, this <br />of the program and <br />recognition. <br /> <br />donation of equipment and expertise will greatly enhance the success <br />reflects a spirite of community pride and involvement which deserves <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portmsouth, Virginia <br />expresses its gratitude to Allied Repair Service, Inc. and its President, W. K. Johnson, <br />for the donation of equipment and expertise toward the development of the Welder Train- <br />ing Program at the S. H. Clarke Vocational Training Center. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, instructed to <br />lombard a copy of this Resolution to Allied Repair Service, Inc. and its President, <br />W. K. Johnson." <br /> <br />Ayes: <br />Nays: <br /> <br />Barnes, Beamer, Gray, Holley, Webb, Whitlow, Johansen <br />None <br /> <br /> 82-335 "Consideration of a motion to transfer $20,793 from the Grants Contingency <br />Account to convert th~ Library Book Collection Catalog to machine readable form. <br /> <br /> This motion will provide the funds necessary to continue funding two employees who will <br />help convert the Library's existing card catalo.g to film (microfiche and microfilm) for <br />public use. Funded by a $19,498 grant from the Virginia State Library, the project will <br />be administered by the Portsmouth Public Library which will also be responsible for a cash <br />contribution of $1,295. The City Manager recommends adoption. <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Gravy that $20,793 transferred from the Grants <br /> Contingency Account be used to convert the Library Book Collection Catalog to machine <br />readable form was adopted by unanimous vote. <br /> <br /> 82-336 "Consideration of a motion to transfer $40,000 from the Grants Contingency <br />Account to contine operation of the Lead Based Paint Pois6ning Prevention Program. <br /> <br /> This motzon woll provide the funds needed <br />Poisioning Prevention Program administered by <br />City Manager recommends adoption." <br /> <br />to continue operation of the Lead Paint <br />the Portsmouth Health Department. The <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Gray that $40,000 be transferred from the <br />Grants Contingency Account to contine operation of the Lead Based Paint Poisoning Prevention <br />Program was adopted by unanimous vote. <br /> <br /> Mr. Holley asked City Manager to look into <br />to ensure all of Portsmouth residents live in a <br /> <br />Lead Base Paint program and ~end assistance <br />safe environment. <br /> <br /> Mrs. Webb ask for report on the progress of inspections for the program. She wanted <br />to know if there are repeat inspections of preper~y and where program of inspections <br />stands now. <br /> <br /> <br />
