Long, who resigned. <br /> <br />fill an unexpired term, <br /> <br />ending May 1, <br /> <br /> Library Board <br /> Margaret A. ~ 'ito be appointed to fill an unexpired ~er~, ending May 1, <br />replacing Ramona Mapp, who resigned. <br /> <br />1983, <br /> <br /> Motion of Mr. Barnes and seconded by Mrs. Webb to close nominations, and there being <br />no further nominations, the above members to be elected to the designated Boards/Commissions, <br />and was adopted by unanimous vote. <br /> <br /> 83-37 Calvert H. Yaffey, ~Q!l~:~.%~%c~S~r~e.t~¥ representing the Mayor's Committee for <br />the Handicapped presented the following resolution: <br /> <br /> "WHEREAS, certain parking areas ~n the City of Portsmouth, Virginia, have been <br />reserved for the exclusive use of handicapped persons; and <br /> <br /> WHEREAS, other persons frequently park in the areas reserved as aforesaid to <br />the g~eat inconvenience and distress of handicapped persons; and <br /> <br /> WHEREAS, the other cities in the Tidewater area have established fines of <br />$20.00 for the use of said reserved spaces by persons not entitled thereto. <br /> <br /> NOW THEREFORE, BE IT RESOLVED that the undersigned hereby petition the Council of <br />the City of Portsmouth, Virginia, to amend and/or enact new ordinances providing that <br />persons who are not handicapped who willfully park their vehicles in areas reserved <br />for parking by the handicapped shall be liable for a fine of $20.00 and the reason- <br />able charge for towing said improperly parked vehicle." <br /> <br /> Mr. Yaffey advised Council of the law enacted by the Commonwealth of Virginia that enable~ <br />a fourth class misdemeanor and can be fined up to $100. <br /> <br /> The Mayor informed Mr. Yaffey that the Council would probably act on the matter at the <br />next meeting. <br /> <br /> 83-38 - Margaret Duffey, 4013 Smokey Lane Drive, Virginia Beach, representing Portsmouth <br />Education Association, spoke regarding an increase of 15% for teachers' salaries in 83-84 <br />School Board::Budget. <br /> Council ~:info~med Mrs. Dully ~hat~ the City needs more State funding for education <br /> <br />:: $S'-39 - Mr, q Mrs. James Evans, 105 Sunrise Avenue, spoke regarding extremely high water <br />bill <br />i Mo t ~9 ~n~o f~ ~{~{: ~O !i~9~ an~. ~e~on~: b:Ye Mrs: <br />Manager~, and was adople-d ~by ~n'imb~s <br /> <br /> <br />
