' <br /> <br /> Mr. Heath was double assessed for Business Personal Property for the years 1981 and 1982 <br />in the names of Thomas M. Heath and Norfolk County Feed and Seed Store, and paid taxes for <br />both. A refund is requested in the amount of $188.80 for 1981 and 1982 in the name of Thomas <br />M. Heath. The Commissioner of Revenue has verified the overpayment and recommends the refund. <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Gray, that authorization be granted to refund <br />Thomas M. Heath, ~iS~.80,:.with interest, on Business Personal Property for 1981 and 1982 for <br />double assessment, and was adopted by u~animous vote. <br /> <br /> 83-77 Letter from the City Manager recommending adoption of a motion to refund $1,145.2~ <br />for City Automobile Licenses paid in error. <br /> <br /> "The Commissioner of the Revenue has requested the refunding of City Automobile Licenses <br />paid in error to those individuals and f~rms appearing on the attached list. <br /> <br /> As these licenses were purchased in error on the part of the individual concerned no <br />in~ereStwill be paid on the amounts refnnded. Wheeler to be appointed to fill an unexpired term, ending March 1 1988 <br />replacing W. P. Landon. , , <br /> <br /> Motion of Mr. Barnes and seconded by Mrs. Webb to close nominations, and there being <br />no further nominations, the above members to be elected to the designated Board~C~mmis~ans, <br />and was adopted by u~animous vote. <br /> <br /> 83-81 - Rev. Thomas M. Steele, 2005 Piedmont Avenue, representing Steele Funeral Home, <br />spoke concerning the zoning of the former Wheeler's Funeral Home at 610 Green Street, which <br />is not zoned for a funeral home, and requested an immediate use permit to be able to occupy <br />the building for a funeral home. <br /> <br /> Rev. Steele was informed that the City Manager and his staff would work with him on the <br /> matter but that any zoning would have to follow the required schedule. <br /> <br /> 83-82 C. D. ~nglish, 4905 West Norfolk Road, ~hqu~fadabout thei~o~ati~on~ <br />Norfolk Road, and presented the following petition: <br /> <br /> "We, the undersigned, propose through this petition to the Portsmouth City Council to <br />forgo plans of widening West Nor~lk Road to four (4) lanes from the West Norfolk Bridge <br />to Cedar Lane. Signed by Cheryl Bell, 4801 West Norfolk Road and others" <br />The City Manager responded to ~r. English's questions. <br />83-85 - Motion of Mr. Gray and seconded by Mr. Barnes, that ~re~ol~ion~.b~rdrafted <br />recognizing Dr. Emil S. Sayegh for being selected as Portsmouth First Citizen fo~ 1982 a~the <br />next meeting, March 8, 1983, and was adgpted by unanimous vote.
