<br /> 83-102 "Letter from the City Manager recommending adoption of an ordinance on first
<br />9eading to appropriate $326,000 from the Capital Improvements Fund for construction of facili-
<br />ties in the North Harbor; and, authorizing the City Manager to award contract to the lowest
<br />responsible bidder."
<br /> "As Council will recall, on March 8th you receivedl a proposal for improvements to the
<br />North Harbor. The first phase includes installation of the docking facility necessary to
<br />accommodate the ferry and any other vessels which would like to moor to the dock. $781,000 i~
<br />included in the 1982 Capital Improvements Budget for the development of the Crawford Harbor
<br />Waterfront.
<br /> In order to expedite construction of the docking facilities, bids have been let and will
<br />be received on Monday, March 21st. It is, therefore, recommended that Council adopt the
<br />attached ordinance appropriating $326,000 from the Capital Improvements Budget for the con-
<br />struction of this facility; and, authorize the City Manager to award the construction contracl
<br />to the lowest responsible bidder."
<br /> On motion of Mr. Beamer and seconded by Mrs. Webb, the following ordinance was approved
<br />on first reading, and the City Manager was authorized to award to the lowest responsible
<br />bidder, was adopted by unanimous vote:
<br /> "AN ORDINANCE TO APPROPRIATE $526,000. FROM THE CAPITAL IMPROVEMENTS FUND FOR
<br /> CONSTRUCTION OF FACILITIES IN THE NORTH HARBOR."
<br /> 83~193 - "Letter from the City Manager recommending adoption of an ordinance on first
<br /> reading to appropriate an additional $1,228,289 from improvements to the Pinners Point Sewage
<br /> Treatment Plant."
<br /> "As you know, the City is required to upgrade the Pinners Point Wastewater Treatment
<br /> Plant to secondary treatment capability in order to meet Federal pollution requirements. In
<br /> addition, several pump stations need to be improved to meet State Water Control Board Standar s
<br /> and additional hydraulic capacity is needed for expanding the sewer system.
<br /> The City has been successful in obtaining substantial nonlocal funding for this project
<br /> The City share of total costs will be about one-fourth, with the remainder provided by the
<br /> Environmental Protection Agency and the Navy. In February, we accepted an E.P.A. grant of
<br /> $9,930,750 as their share of the cost of the remainder of Phase 2 and of Phases 3 and 4 of thc
<br /> work.
<br /> The Director of Public Utilities has recommended that $1,228,289 be appropriated for
<br /> design, office and field engineering, inspection and start-up services. The local share of
<br /> the appropriation is $270,225. Advertisement for construction should occur Within 60 to 75
<br /> days after appropriation of these engineering funds, and all projects through Phase 4 should
<br /> be completed by mid 1986.
<br /> You may recall that the City has made application un~er section 301(H) of the Clean Watex
<br /> Act which would waive the requirement for the City to upgrade the plant to secondary treatmenl
<br /> capability. If the application is successful, the Phase 4 construction will complete all
<br /> needed improvements at Pinners Point.
<br /> I concur with the Director of Public Utilities and recommend that you approve the attached
<br /> appropriation ordinance on first reading. Should you have any questions, please give me a
<br />
<br />call."

<br /> On motion of Mrs. Webb and seconded by Mr.
<br />on first reading, and by unanimous vote:

<br />the following ordinance was approved

<br /> "~N ORDINANCE TO APPROPRIATE AN ADDITIONAL $.1,228,28~. FROM THE PUBLIC UTILITY
<br /> CAPITAL IMPROVEMENTS FUND FOR IMPROVEMENTS TO THE PINNERS POINT SEWAGE TREATMENT
<br /> PLANT."
<br /> 83-104 - "Letter from the City Manager recommending adoption of an ordinance to amend
<br />the Code of the City of Portsmouth by amending Article VII, Chapter 2 thereof, pertaining
<br />to the Departments of Planning, Engineering, and Inspection."
<br /> "With the consolidation of the offices of Planning, Engineering, Traffic Engineering
<br />and Building Inspections into a single department, the City Code needs to be updated.
<br /> As you know, the titles, duties and responsibilities of the four offices will remain
<br />essentially the same, and the four departments, all located on the Fourth Floor of the City
<br />Hall Building, will continue to occupy their same spaces. Since these departments already
<br />have many common areas of responsibility, the centralized structure should improve coordinatic
<br />as well as service to the citizenry. With the consolidation the City will realize a savings
<br />of approximately $85,000 from the elimination of two administratiye positions, along with the
<br />possibility of future savings achieved from the coordinated use of existing manpower.
<br /> Therefore, I recommend that the attached ordinance to amend the City Code for the creatir
<br />of the new Department of Planning, Engineering and Inspections be approved."
<br /> On motion of Mr. Barnes and seconded by Mrs. Webb, the following ordinance was adgpted
<br />on first and final reading, and by the following vote:
<br /> "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY AMENDING
<br /> ARTICLE VII, CHAPTER 2 THEREOF, PERTAINING TO THE DEPARTMENTS OF PLANNING, ENGINEERING
<br /> AND INSPECTIONS."
