<br /> Motion of' Mr. Barnes anJ seconded by Mrs./to amend the Agenda by acting on Items 83-151,
<br />83-152, and 83-153 prior to the Public Hearing on City Operating Budget, General Revenue
<br />Sharing Budget, and Proposed Real Estate Tax increase for Fiscal Year ending June 30 1984
<br />and was adopted by unanimous vote: ' '

<br /> 83-151 Letter from the City Manager recommending adoptmon of a resolution approving
<br />the issuance of Industrial Development Revenue Bonds by the Portsmouth Port and Industrial
<br />Commission for Moon Engineering Company, incoprporated in an amount estimated at $3,000,000
<br />for a shipyard and backup facilities to be located in Portsmouth.

<br /> "The Portsmouth Port and Industrial Commission held a public hearing on April 19, 1983,
<br />and approved the issuance of Industrial Development Revenue Bonds for Moon Engineering Company
<br />Inc. ~n an amount estimated at $3,000,000. This amount is necessary for the improvements to
<br />a portion of the Pinners point property consisting of constrnstion of a shipyard with all
<br />supporting facilities. In aczord~nce with the applicable federal and state law the PPIC has
<br />requested City Council to approve the issuance of such bonds.

<br /> Although details of the disposition of this property are still being negotiated, initial
<br />plans call for Moon Engineering Company, presently located in Norfolk, to establish a shipyard
<br />~o engage in ship repair, conversion and overhaul (commercmal and government) on 15-23 acres
<br />of property at Pinners Point. Initial investment would total $3,000,000 with second phase
<br />investment bringing the project total to $S,000,000. Moon Engineering Company presently emplo
<br />approximately 150 people and would expect an ultimate work force of 500 employees. Local taxe
<br />expected from this investment range from $7S,000 in the first phase to well over $100.000 upon
<br />project completion.

<br />BY THE PORTSMOUTH PORT AND INDUSTRIAL COMMISSION FOR MOON ENGINEERING COMPANY,
<br />IN~ORRDRAT, B~qIN AN AMOUNT ESTIMATED AT $3,000,000. FOR A SHIPYARD AND BACKUP
<br />FACILITIES TO BE LOCATED IN PORTSMOUTH, VIRGINIA.
<br />
<br /> WHEREAS, the Portsmouth Port and IndustriaI Commission (PPIC) has been authorized by the
<br />Council of the City of Portsmouth, Virginia, to advertise and hold public hearings relative
<br />to the issuance of Industrial Development Revenue Bonds; and
<br />
<br /> WHEREAS, PPIC has considered the application of Moon Engineering Company, Incorporated
<br />for the issuance of PPIC's Industrial Development Revenue Bonds in an amount estimated at
<br />Three Million ($3,000,000.) Dollars to assist in the financing of the acquisition of a lease
<br />certain land and improvements owned by PPIC located in the City of Portsmouth, ' ' and
<br />for the construction and equipping of a shipyard together with all backup Vmrg~nia,
<br /> facilities thereon;
<br />and has held a public hearing thereon on April 19, 1983; ahd
<br />
<br /> WHEREAS, PPIC has requested City Council to approve the issuance of the bonds to comply
<br />with applicable federal and state laws; and
