Au.qust 14, 2001 <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Pitts, to concur with the <br />recommendation of the Planning Commission that CA-01-01 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(b) S-78-26 <br /> <br />PINNERS POINT NEIGHBORHOOD - Ordinance granting the <br />request of the City of Portsmouth to close Carolina Avenue <br />between the eastern right-of-way of Industrial Avenue to the <br />western right-of-way of Hill Avenue. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE TO CLOSE A PORTION OF CAROLINA AVENUE." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />01 - 234 - Adoption of a resolution authorizing the City Manager to convey the <br />Glenshellah Elevated Tank site located adjacent to Maryview Medical Center to the <br />Industrial Development Authority (IDA). <br /> <br />This action will enable the IDA to sell the property to the Maryview Medical <br />Center for continued use as a parking lot. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City Manager to convey the Glenshellah <br />Elevated Tank site located adjacent to the Maryview Medical Center to the Industrial <br />Development Authority (IDA). <br /> <br />Purpose and Need: <br /> <br />· The Glenshellah Elevated Tank is a .5 MG (million gallon) lapped, riveted steel tank <br />constructed in 1942 and requires more frequent maintenance than a modern welded <br />seam tank. <br /> <br />· The new 2.5 MG Broad Street Tank (circa 1992) adequately services the midtown <br />area of Portsmouth. Hydraulic analysis coupled with almost two years of operational <br />experience indicate that the Glenshellah Tank is no longer required for optimum <br />operation of the Portsmouth water distribution system. <br /> <br />· Bon Secours Maryview Medical Center currently leases the property surrounding the <br />Tank for parking ($395/year). They have expressed an interest in acquiring the property <br />fee simple for parking. Part of the consideration would be the demolition of the tank by <br />the buyer. Cost estimates to demolish the Tank range between $35,000 and $65,000. <br /> <br />· An irregular "Y" shaped utility easement that would have to remain for 8" to 10" water <br />mains crossing the site encumbers potential development and may preclude any use <br />other than parking. <br /> <br />Financial Impact: <br /> <br />· The City would no longer receive $395 per year in lease payments from Maryview. <br /> <br />· An appraisal conducted by the City set the unencumbered value of this property at <br />$81,600. <br /> <br />· Since the Tank is not necessary for optimum operation of the water system and <br />requires more frequent maintenance costs than a modern type, and considering that the <br />use of the site is limited for development and presently generates only $395 per year in <br />revenue; staff recommends transferring the property to the Industrial Development <br />Authority for sale to Bon Secours Maryview Medical Center for a total of $25,050 with <br />the buyer paying for the demolition of the Tank. <br /> <br /> <br />
