Au.qust 14, 2001 At a Regular Meeting of the City Council on Tuesday, August 14, 2001, there were present: Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P. Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., City Manager Daniel M. Stuck, City Attorney Timothy Oksman. Councilman J. Thomas Benn III opened the meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. Vice Mayor Griffin called the meeting to order and welcomed all in attendance. Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a Called Meeting on July 24, 2001, and a Regular Meeting on July 24, 2001, and was adopted by unanimous vote. Motion by Mr. Benn, and seconded by Mr. Robinett, to suspend the rules of order to consider agenda item 01-235, and was adopted by unanimous vote. 01 - 235 - Adoption of a motion to transfer $190,522 from the Grants Contingency Account to fund the Adult Drug Court Program. This program will serve as an intensive treatment program for the purpose of treating non-violent felony offenders who are dependent upon drugs and/or alcohol. Recommendation: · Adoption of a motion to transfer $190,522 from the Grants Contingency Account to fund the Adult Drug Court Program. Purpose and Need: · The Department of Criminal Justice Services has approved an Adult Drug Court Program Grant in the amount of $190,522. · This program has been designed and implemented to serve as an intensive treatment program for the purpose of treating non-violent felony offenders who are dependent upon drugs and/or alcohol. · The program utilizes the Third Judicial Circuit Court of Virginia and the collaborative efforts between members of the criminal justice community and behavior healthcare services. · The grant employs one full time Drug Court Administrator and one full time Case Manager. Financial Impact: · There is a $15,912 local cash match required for this grant and a $8,360 in kind match, for a total match of $24,272. Motion by Mr. Moody, and seconded by Mr. Pitts, to transfer $190,522 from the Grants Contingency Account to fund the Adult Drug Court Program, and was adopted by the following vote: Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst Nays: None Motion by Mr. Benn, and seconded by Mr. Robinett, to suspend the rules of order to add to the agenda as a part of the City Manager's Report a resolution approving revised financing for the Ocean Marine Yachting Center, and was adopted by unanimous vote.
