Au.qust 14, 2001 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, August 14, 2001, <br />there were present: <br /> <br />Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P. Ward Robinett, Jr., J. Thomas <br />Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., City Manager Daniel M. <br />Stuck, City Attorney Timothy Oksman. <br /> <br /> Councilman J. Thomas Benn III opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Vice Mayor Griffin called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a <br />Called Meeting on July 24, 2001, and a Regular Meeting on July 24, 2001, and was <br />adopted by unanimous vote. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Robinett, to suspend the rules of order <br />to consider agenda item 01-235, and was adopted by unanimous vote. <br /> <br />01 - 235 - Adoption of a motion to transfer $190,522 from the Grants Contingency <br />Account to fund the Adult Drug Court Program. <br /> <br />This program will serve as an intensive treatment program for the purpose of <br />treating non-violent felony offenders who are dependent upon drugs and/or <br />alcohol. <br /> <br />Recommendation: <br /> <br />· Adoption of a motion to transfer $190,522 from the Grants Contingency Account to <br />fund the Adult Drug Court Program. <br /> <br />Purpose and Need: <br /> <br />· The Department of Criminal Justice Services has approved an Adult Drug Court <br />Program Grant in the amount of $190,522. <br /> <br />· This program has been designed and implemented to serve as an intensive <br />treatment program for the purpose of treating non-violent felony offenders who are <br />dependent upon drugs and/or alcohol. <br /> <br />· The program utilizes the Third Judicial Circuit Court of Virginia and the collaborative <br />efforts between members of the criminal justice community and behavior healthcare <br />services. <br /> <br />· The grant employs one full time Drug Court Administrator and one full time Case <br />Manager. <br /> <br />Financial Impact: <br /> <br />· There is a $15,912 local cash match required for this grant and a $8,360 in kind <br />match, for a total match of $24,272. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Pitts, to transfer $190,522 from the <br />Grants Contingency Account to fund the Adult Drug Court Program, and was adopted <br />by the following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst <br />Nays: None <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Robinett, to suspend the rules of order <br />to add to the agenda as a part of the City Manager's Report a resolution approving <br />revised financing for the Ocean Marine Yachting Center, and was adopted by <br />unanimous vote. <br /> <br /> <br />
