Gray:and seconded by Mr. Beamer, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION APPOINTING VIEWERS FOR THE CLOSING OF A PORTION OF FAIRFAX AVENUE. <br /> <br /> WHEREAS, the City of Portsmouth has made application to vacate, close and di, scpntinue the <br />hereinafter-described portion of Fairfax Avenue, and it appearing that notice of application <br />and request for the appointment of viewers has been duly advertised as required by law. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />N. Kendrick, Simon P. Arrington, Richard D. Ottavio, Janes V. McGhee and Raymond Tweed be <br />appointed viewers, and that Janes Moss and Clinton J. Fortune be appointed alternate viewers <br />the event one of the preceding viewers fails to participate, said viewers to view the here- <br />inafter-described portion of said street and to report to this Council in writing whether in <br />their opinion and, and if any, what inconvenience would result in vacating and closing the <br />following street: <br /> <br />FAIRFAX AVENUE <br /> <br /> All that portion of Fairfax Avenue beginning on the northern boundary <br /> of Portsmouth Boulevard and extending to the southern boundary of Watts Avenue. <br /> (S-83-9)" <br /> <br /> Ayes: Barnes, Beamer, Gray, Holley, Webb, Whitlow, Johansen <br /> Nays: None <br /> <br /> 83-272 Letter from the City Manager recommending adoption of a resolution appointing <br />viewers for the closing of a portion of Eight Street. <br /> <br /> "The office of the City Attorney has made application to close a portion of Eighth Stree~ <br />between Palmer and Lincoln Streets in the Effingham Redevelopment Project. The closure would <br />consist of four small strips of land between Eighth Street as currently alligned and existing <br />single-family residences. The strips are open, grassy areas, next to the sidewalk along Eigh~ <br />Street and result from the reallignment of Eighth Street during the redevelopment of this area <br />by PRHA. If closed, the property would revert to the ownership of the abutting property own6r <br />and the City will be relieved of maintaining this small area. <br /> <br /> The Planning Commission recommended approval of the street closure at its regular meeting <br />on June 7, 1983, and the required advertisement of the appointment of viewers has been accom- <br />plished. <br /> <br /> I recommend adoption of the attached resolution which would appoint viewers who would <br />report whether in their opinion, any, and if any, what inconvenience would result from the <br />closing of the street." <br /> <br /> On motion of Mr. Beamer and seconded by Mrs. Webb, the following resolution was adopted, <br /> and by the following vote: <br /> <br /> ,'R RESOLUTION APPOINTING VIEWERS FOR THE CLOSING OF A PORTION OF EIGHTH STREET. <br /> WHEREAS, the City of Portsmouth has made application to vacate, close and discontinue thc <br /> hereinafter-described portion of Eighth Street, and it appearing that notice of application an <br /> request for appointment of viewers was duly advertised as required by law. <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that A <br /> N.
