<br /> on motion the f.olloWing resolution was adopted, as amended, and by the following vote:
<br /> "A RESOLUTION ESTABLISHING A GROUP HOUSING/CONDOMINIUM STUDY COMMITTEE.
<br />
<br /> WHEREAS, there has been many shifting trends in housing construction, design and
<br />ownership, primarily resulting from economic pressures and changes in the desires of home
<br />buyers; and
<br />
<br /> WHEREAS, although Single-family detached housing is still a viable investment for new
<br />construction, the trend has begun to shift towards small units and various types of group
<br />housing and condominiums; and
<br />
<br /> WHEREAS, in order to accommodate orderly development in urbanized areas, there must
<br />be a concerted effort on the part of the City to provide reasonable constraints that tend
<br />to protect the existing developments and to attract quality development; and
<br />
<br /> WHEREAS, many questions and comments have been raised particularly during recent
<br />consideration of proposed group housing projects in the City; and
<br />
<br /> WHEREAS, it is the opinion of this Council that a review o~ the City's existing
<br />policies related to group housing and condominiums is necessary to ~ocus on changing market
<br />trends in relation to the comprehensive plan and the City Code and that such committee could
<br />result in the exchange of ideas and a review of policies and procedures from other munici-
<br />palities and to recommend and render opinions on the benefit of this type of development in
<br />the handling of problems associated therewith.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that
<br />it hereby establishes an advisory committee to be known as the Group Housing/Condominium
<br />Study Committee to review existing policies related to the development of group housing/condo~
<br />minium projects and the benefits and problems associated therewith and to make recommendations
<br />if any, on the enactment of additional local legislation relative to this ~ype of development.
<br />
<br /> BE IT FURTHER RESOLVED that the members of the Committee shall be appointed by the
<br />City Council and shall include one (1) member of the Planning Commission who shall serve as
<br />chairman, one (1) developer who is a member of the Tidewater Builder's~ Association, one (1)
<br />architects or engineers, one el) real estate professional and three (3) citizens appointed
<br />at large. In addition, the City Manager is directed to provide the necessary staff support
<br />to enable this study committee to accomplish its function."

<br /> 83-293 - Letter from the City Manager recommending adoption of a motion to refund $816.52
<br />to Evanson Card Shops, Inc., for a business license purchased in error.
<br />
<br /> "Mr. Scott Chaloud, Manager of Resale Properties, Evanson Card Shops, Inc., has requested
<br />a refund of $816.52 for their 1983 Business License. On May 1, 1983, Evanson Card Shops, Inc,
<br />sold their store at 4030 E. Victory Boulevard to Francis Norsworfhy, t/a Becky's Hallmark Shop
<br />On May 12, 1983, Evanson Card Shops, Inc erroneously applied for a 1983 Business License and
<br />paid a tax of $816.52.
<br />
<br /> The Commissioner of Revenue has verified that a refund of $816.52 is due; and, I therefor
<br />recommend adoption df this motion."
<br />
<br /> Motion of Mr. Beamer and seconded by Mrs. Webb, that authorization be ~ranted to refund
<br />to Evanson Card Shops, Inc. $816.52 for 1983 Busines License tax erroneou§ly paid, and was
<br />adopted by unanimous vote.
<br />
<br /> 83-294 Letter from the City Manager recommending adoption of a motion to refund $25.20
<br />to Mr. William R. Grandison for Personal Property Taxes paid in error.
<br />
<br /> "Mr. William R. Grandison, Jr,, has requested a refund of $25.20 in Personal Property
<br />Taxes. The Commissioner of the Revenue billed Mr. Grandison for Person Property Taxes on his
<br />1974 Dodge Van, which Mr. Grandison paid.
<br />
<br /> Mr. Grandison was living in Chesapeake as of January 1, 1982 and paid Personal Property
<br />Taxes to that City. I, therefore, recommend that Mr. Grandison receive a refund in the amount
<br />of $25.20."
<br />
<br />: Motion of Mrs. Webb and seconded by Mr. Gray, that authorization be granted to refund
<br />toilWilliam R. Grandison, Jr. $25.20 for personal property taxes paid in error, and was adopted
<br />by unanimous vote.
