<br /> WHEREAS, the Council of the City of Portsmouth has determined it to be ~n the public

<br /> WHEREAS, the City has found it necessary to acquire the fee s~mple interest in and to th~
<br />hereinafter-described parcel of land situated in the City of Portsmouth, Virginia, for the
<br />said purpose of reconstructing, altering and widening West Norfolk Road; and

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:

<br /> Tha~ the City Attorney be, and he hereby is, directed to institute eminent domain pro-
<br />ceedings against the hereinafter-described proper~y situated in the City of Portsmouth, Virgir
<br />for the purpose of acquiring fee simple title therein, together with any and all easements
<br />of access~'light or a~r incident to the lands of the landowner abutting upon said property,
<br />in accordance with, and pursuant to, ~2.06, 2.07 and 2.08 of the Charter of the City of Ports
<br />Virginia, as amended, and to deposit to the credit of the Clerk of the Cirsuit Court of the
<br />City of Portsmouth as provided by law the sum hereinafter specifieJ to compensate the owners
