<br /> "Portsmouth Redevelopment and Housing Authority has made application for the closure of
<br />portion of Randolph Street between Green Street and Effingham Street. This application was
<br />approved by the Planning Commission at its meeting on August 2, 1983.
<br /> Closure of this portion of Randolph Street would ailow Portsmouth Redevelopment and
<br />Housing Authority to move forward with plans for construction of single-family residences
<br />in the block bounded by Effingham Street on the west, Henry Street on the south, Green-- Stree
<br />on the east, and Randolph Street on the north. An application for the resubdivision of this
<br />block to accommodate construction of these new homes has been presented so the Planning De,art
<br />merit.

<br /> I recommend approval of the resolution appointing viewers as prescribed by law."
<br /> On motion of Mr. Gray and seconded hy ~rs. ~ebb~ the following resoluti~Qn was adopted,
<br />and by the following vote:
<br /> "A RESOLUTION APPOINTING VIEWERS FOR THE'-CLOSING OF A PORTION OF RANDOLPH STREET.
<br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority has made application to
<br />vacate, close and discontinue the herein-after-described portion of Randolph Street, and it
<br />appearing that notice of application and request £or the appointment of viewers has been duly
<br />advertised as required by law.
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that A
<br /> N. Kendrick, J. R. Wilkerson, Howard L. Davis, George N. Powers, Sr. and C. L. Knight be
<br /> appointed viewers, and that James V. McGhee and Hairson Miller be appointed alternate viewers
<br /> in the event one of the preceding viewers fails to participate, said viewers to view the herei
<br /> after-described portion of Randolph Street and to report to this Council in writing whether ~n
<br /> their opinion any, and if any, what inconvenience would result in vacating and closing the
<br /> following:

<br /> 83-345 Letter from City Manager recommending adoption o~ a resolution authorizing sub-
<br />mission of a g?ant application in the amount of ~26,000 to the Virginia State Library for the
<br />construction of the Churchland Library Branch Meeting Room. This resolution will also autho~
<br />rize the 1983-84 CIP. (Total project cost $52,000).
<br /> "The Emergency Jobs Bill has recently made possible the availability of federal matching
<br />funds for the Churchland Branch Meeting Room Project. Mr. Dean Burgess, Director of the
<br />Portsmouth Library, has been notified that his agency is eligible to apply for $26,000 Erom
<br />the Library Services and Construction Act~mtl~ Il.
<br /> Plans £or the Churchland Branch Meeting Room Project have been in the Capital Improve-
<br />ment Program since the branch was built in 1973. A total of $52,000 would be used to build
<br />a meeting room onto'the.exist~ng library, which would seat 100 people. Fifty percent of the
<br />funds for this project wo~ld be available through the Library Services and Construction Act
<br />Title II, with the remaining $26,000 ~rom local matching funds.
<br /> Application for the funds will be competitive, however, they will be reviewed on a "first
<br /> come, first served" basis. The application de.adline is September 20, 1983. I recommend that
<br /> $26~00 be authorized from 198~-84 Capital Improvement'Program ~n order to complete the appli-
<br /> cation for $26,000 in Federal matching funds."
<br /> Alice Rawles, 5012 Pinecroft Lane, spcke in support of the resolution, but suggested that
<br /> alternate expansion be considered.
<br /> On motion of Mr. Gray and seconded by Mrs. Webb, the following resolution was adopted,
<br /> and by the following vote:
<br /> 'A RESOLUTION AUTHORIZING THE CITY MANAGER TO FILE AN APPLICATION WITH THE VIRGINIA
<br /> STATE LIBRARY FOR FUNDING OF A PORTION OF THE COST OF CONSTRUCTION OF AN ADDITION
<br /> TO THE CHURCHLAND BRANCH LIBRARY PURSUANT TO THE LIBRARY SERVICES AND CONSTRUCTION
<br /> ACT, TITLE II.
<br /> WHEREAS, the City of Portsmouth is eligible to submit an application to the Virginia Stat
<br /> Library for funding of projects pursuant to the Library Services and Construction Act, %itle
<br /> [I; and
<br />
<br /> WHEREAS, such funding may be used for the construction of an addition to the Churchland
<br />Branch Library; and
<br /> WHEREAS, such funding shall be conditioned upon the City paying one-half of the cost of
<br />said construction; and
<br /> WHEREAS, the Council of the City of Portsmouth has reviewed and considered the regulation
<br />and conditions of said application and deem the same to be appropriate.
