384 <br /> <br />September 13, 1983 <br /> <br /> 83-339 - Letter from City t~anager recommending adoption of an ordinance closing a porti~ <br />of Reed Avenue and a 30-foot unnamed street on the south side of Airline Boulevard. <br /> "On June 14, 1983 City Council approved the appointment of viewers to consider the appli- <br />cation of Portsmouth Redevelopment and Housing Authority to close a portion of Reed Avenue <br />and a 30' unnamed street on the southside of airline Boulevard. These applications had been <br />made by the Redevelopment and Housing Authority in connection with the Hattonsvil!e Redevelop- <br />ment Project. <br /> <br /> The viewers have reported, as required by law, that no inconvenience would result from <br />the closure of these streets. <br /> <br /> I recommend adoption of the ordinance on your agenda to close a portion of Reed Avenue <br />and a 30' unnamed street on the south~side of Airline Boulevard." <br /> <br /> On motion of Mr. Beamer and seconded by Mrs. Webb, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br /> "AN ORDINANCE CLOSING A PORTION OF REED AVENUE AND A 30 FOOT UNNAMED STREET <br /> ON THE SOUTH SIDE OF AIRLINE BOULEVARD." <br /> <br /> Ayes: Beamer, Gray, Holley, Webb, Whitlow, Johansen <br /> Nays: None <br /> <br /> 83-342 Letter from City Manager recommending adoption of a resolution authorizing <br />joint application for Urban Enterprise Zoning designation with the City of Norfolk; authoriziI <br />the City Manager to submit all information necessary for such application and to administer <br />programs upon receipt of such designation." <br /> <br /> "Enclosed for Council's consideration is an application for the creation of an Urban <br />Enterprise Zone. <br /> <br /> It has come to my attention that our proposed enterprise zone is contiguous with the <br />City of ~crfolk's proposed zone, only separated by water. Conseauently, we are eligible to <br />submit a joint application for State designation. <br /> <br /> Although jcint designation would require that one locality be technically designated <br />as the program administrator, each locality would retain ~ts own incentives package and would <br />from a practical standpoint, administer its zone separately. Since the Governor ~s limited <br />to selecting four zones this year, submission of a joint applicatxon would significantly im- <br />prove our chances for designation. <br /> <br /> I am recommending Council endorsement of the enclosed resolution submitting a joint <br />application with the City of Norfolk.' <br /> <br /> Helen~Da~is, 534 Effingham Street, Chairman of Black Concerned Citizens, spoke against <br /> the application for the Urban Enterprise Zone designation. <br /> <br /> Minister ~k~ 2g~4~, 1511 Effingham S'reet, <br />spoke against the application. <br /> <br /> On motion of Mr. Whitlow and seconded by Mr. <br />and by the following vcte: <br /> <br />representing Black Concerned Citizens, <br /> <br />Gray, the following resolution was adopted, <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO MAKE JOINT APPLICATION WITH THE <br /> 7CtTY OF NORFOLK FOR URBAN ENTERPRISE ZONE DESIGNATION; AUTHORIZING THE CITY MANAGER <br /> TO SUBMIT ALL INFORMATION NECESSARY FOR SUCH APPLICATION AND TO ADMINISTER THE <br /> PROGRAM AND REPORTING REQUIREMENT UPON RECEIPT OF SUCH EESIGNATION. <br /> <br /> WHEREAS, the General Assembly of Virginia has a~opted the Urban Enterprise Zone Act for <br />the purpose of stimulating business and industrial growth and p.rivate sector investment, whic] <br />would result in neighborhood revitalization in such areas of the Commonwealth as may be <br />designated by means of regulatory flexibility and tax incentives; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth deems it to be in the best interest of <br />tke City to make joint application with the City of Norfolk to the Department of Housing and <br />Community Development of the Commonwealth of Virginia for designation of a certain portion <br />of the respective cities as an Urban Enterprize Zone to be eligible for the benefits of said <br />Act; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth has reviewed and considered the regulation <br />and the application concerning the regulatory flexibility and tax incentives to be provided <br />and the administration of such area and deems the same to be appropriate; and <br /> WHEREAS, the City of Norfolk has agreed to be designated as program administrator. <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br /> the City Manager be, and he hereby is, authorized to make joint application with the City of <br /> Norfolk for designation of certain portions of the respective cities as an Urban Enterprise <br /> Zone. <br /> <br /> BE IT FURTHER RESOLVED that the City of Norfolk shall be designated as the program admin- <br /> istrator. <br /> <br /> <br />
