<br /> Rev. Winston E. Waugh, Pastor of Fellowship United Church of Christ, opened the meeting
<br />with prayer, followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Johansen welcomed all visitors in attendance.
<br />
<br /> Motion of Mr. Beamer and seconded by Mr. GraY, minutes of the called meeting of August
<br />23, 1983; minutes of the regular meeting of Augus~ 25, 1983; and minutes of the apecial
<br />called meeting of August 29, 1983, to be approved as received, and was adopted by unanimous
<br />
<br /> 83-334 - On motion of Mr. Whitlow and seconded by Mr. Gray, the following resolution was
<br />adopted, and by the following vote:
<br />
<br /> "A RESOLUTION EXTENDING THE CONGRATULATIONS OF THE COUNCIL OF THE CITY OF
<br /> PORTSMOUTH TO THE OLIVE BRANCH SENIOR LEAGUE ALL-STAR TE~M, OLIVE BRANCH
<br /> JUNIOR LEAGUE ALL-STAR TEAM, CHURCHLAND LITTLE LEAGUE ALL-STAR TE~4, CHURCH-
<br /> LAND PONY LEAGUE ALL-STAR TE~M, AND CHURCHLAND THOROUGHBRED LEAGU~ ALL-STAR
<br /> TEAM, AND THEIR COACHING STAFFS FOR THEIR HIGHLY SUCCESSFUL 1983 BAS~BALL
<br /> S~ASONS.
<br />
<br /> WHEREAS, the Olive Branch Senior League All-Star Team won the 1983 District VI Senior
<br />League Championship and ultimately were crowned the Virginia State Senior League Champions as
<br />result of their victory in the State Tournament; and
<br />
<br /> WHEREAS, the Olive Branch Junior League All-Star Team won the 1983 District VI Junior
<br />League Championship and represented the City of Portsmouth in the State Tournament; and
<br /> WHEREAS, the Churchland Little League All-S'tar' Teem~on the 1983 District VI Little Leag~
<br />Championship and represented the City in the State Tournament; and
<br />
<br /> WHEREAS, the Churchland Pony League All-Star Team won the 1983 District Championship and
<br />Sectional Championship and participated in the Regional Tournament; and
<br />
<br /> WHEREAS, the Churchland Thoroughbred League All-Star Team won the Southeast Regular Seaso
<br />Thoroughbred Championship and participated in the 1983 Thoroughbred World Series; and
<br />
<br /> WHEREAS, each of thes.e leagues, by their successful athletic achievements, have represent
<br />
<br />ed the City of Portsmouth in a commendable manner; and
<br />
<br /> WHEREAS, the Council of the City of Portsmouth recognizes
<br />effort put forth by many of our citizens towards these and the
<br />throughout the City.

<br />
<br /> NOW, THEREEORE, BE IT RESOLVED by the Council of
<br />Council hereby extends its congratulations to each of
<br /> and their numerous volunteer participants who assisted in

<br /> caps were presented to each member of the Teams.

<br /> Motion~6f Mr. Whitlow and seconded by Mrs. Webb, to go into an executive session to
<br />complete the discussion o£ a leg~m~tter, and was adopted by unanimous.

<br /> Council reconvened at 8:00 p.m.

<br /> G. F. Hoggard, 6006 Churchland Boulevard, Consultant for the project spoke in favor of
<br />the application.

<br /> Eric Anderson, 5279 Greenwich Road, representing Longpoint Development Corporation,
<br />replied to questions presented.
