Baker, Sr., Pastor of New Vision Community Church, opened the meeting <br />with prayer, followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Johansen ~elco~Bd all visitors in &ttendance% <br /> <br /> Motion of Mr. Cra) and seconded by Mr. Barnes, minutes of the called meeting of October <br />11, 1983; minutes of the regular meeting of October 11, 1983, to be approved as receive~, and <br />was adopted by unanimous vote. ~ 83-389 <br /> A joint Public Hearing between the Portsmouth Redevelopment and Housing Authority, the <br />Planning Commission, and City Council on Proposed Amendment No. 14 to the 'Crawford Urban <br />Renewal Project and Proposed Amendment No. 3 to the Southside III Redevelopment Project was <br />held with the following Commissioners present: <br /> <br /> Portsmouth Redevelopment & Housing Authority <br /> <br /> William H. Oast, III, Chairman, Ralph W. Gholson, John G. Hatcher, Jr., Kenneth R. Melvin <br /> James D. Topping, Jr., Michael A. Kay, Executive Director. <br /> <br />Planning Commission <br /> <br />Dr. John W. Hollowell, Robert L. Baker, Sr., Martha F. Clover, R. Laurence Howes, <br />Thorburn A. Parker, J. Douglas Powell, Vincent Skeeter, James M. Bray. Blanning ~Director. <br /> <br />Mayor Johansen opened the meeting with the following remarks: <br /> <br /> "The first two items on tonight's public hearing has been scheduled to receive citizens' <br />comments on proposed amendments to the plans for the Crawford Urban Renewal and Southside III <br />Redevelopment Projects. This hearing brings together members of the Portsmouth City Council <br />witB the members of the Portsmouth Planning Commission and the Board of Commissioners of the <br />Portsmouth Redevelopment and Housing /~h~r~ty so that these three public Bodies can simultane- <br />ously benefit from citizen comments prior to taking official action on these amendments. <br />Receiving your comments at this one meeting will enable each body responsible for taking actio <br />on these amendments to hear your comments and preclude you from having to attend several <br />meetings to make your views known. Again, I remind you that the purpose here tonight is only <br />to receive citizen i~.put on these proposed changes to the project plans; no official action <br />will be taken by anybody this evening. The Portsmouth Planning Commission and Authority Com- <br />missioners are scheduled to take action on the proposed amendments at their next scheduled <br />meetings on November 1st, and the City Council will review their recommendations at our meetin <br />on November 8, 1983. Prior to starting this pubic hearing, I would like to call upon the <br />Chairpersons for both the Planning Commission and the Portsmonth Redevelopment and Housing <br />Authority for any comments which they may have." <br /> <br /> William H. Oast, III, Chairman of Portsmouth Redevelopment g Housing Authority offered <br />the following comments: <br /> <br /> "As Mayor Johansen indicated, tonight's hearing is to solicit citizens' comments regardin <br />amendments to Southside III and Crawford Urban Renewal 9roject Plans. Both of these mssues <br />are extremely imLi~£a~ to the on-going, r community revitalization efforts of the city. Southsid <br />Plan Amendment proposed to continue the redevelopment of the area of our city which commenced <br />in 19?,S~with the inception of the Community Development Program. <br /> <br /> The prcposed modification to the Crawford Urban Renewal Plan to the project is important <br />from several stand points. Approval of this amendment to the on-going downtown revitalization <br />program will permit the City of Portsmouth and the PRHA to implement the recommendations con- <br />tained within the "Priority Action Program" for central Portsmouth.' Further, this change will <br />bring the project boundaries of the Crawford Project in line with the boundaries of the <br />Enterprise Zone, as well as the "Priority Action Program". Thereby; ~enah~.~th~gomb~f~&R- ] <br />resource~of the Federal Government, the Commonwealth of Virginia, the City of Portsmouth and <br />the Authority to be brought to bear on addressing problems of mutual concerns in this parti- <br />cular area. <br /> <br /> Speaking on behalf of the Board of Commissioners and the Authority's Staff, we are olease~ <br /> to participate in tonight's public hearing on these very important matters." <br /> <br /> Michael A. Kay, Executive Director, Portsmouth Redevelopment and Housing Authority, <br />presented the following: ~ <br /> <br />CRAWFORD .~RI}A~ RENE}~rAL PROJECT <br /> <br /> Amendment No. 14 to the Crawford Urban Renewal Project proposes the addition of approx- <br />imately 80 blocks or 160 acres to the project. Properties to be amended into the Project <br />extend from London Boulevard on the north, Court and Effingham Streets on the east, County <br />Street and properties south of County Street on the south, and the right-of-way line of t~e <br /> <br /> <br />
