82 <br /> <br />November 8_ 1983 <br /> <br /> '~A RESOLUTION REN~ING AND DESIGNATING THE~MT. HERMON RECREATIONAL FACILITY AS <br /> THE JOSEPH E. PARKER, SR. COMMUNITY CENTER. <br /> <br /> WHEREAS, on the 16th day of April, 1983, death brought to a close the active life of <br />Joseph E. Parker, Sr., a native of Portsmouth, who dedicated his life in exemplary service <br />to promote the development of improved conditions for the citizens of the City.of Portsmouth <br />and, specifically, the Mt. Hermon community; and <br /> <br /> WHEREAS, Joseph E. Parker, Sr. devoted ~imumerous hours of time and effort and lent his <br />considerable talents to the task to be Performed on many boards and commissions of the City <br />of Portsmouth; and <br /> <br /> WHEREAS, the stature he attained in the community by his exemplary ~ife and monumental <br />achievements were well recognized and he, his wife Alice, and their seven children have all <br />demonstrated an unselfish community spirit in devoting their efforts for the benefit of their <br />neighbors and the community; and <br /> <br /> WHEREAS, {he community has suffered a great loss in the passing of Joseph E. Parker, Sr., <br />a loss e~i~h" was well recognized by this Council in the adoption of a resolution on May 10, <br />1983; and <br /> <br /> WHEREAS, this Council had previously recognized the achievements of Joseph E. Parker by <br />designating the gymnasium portion of the recreational facility in the Mt. Hermon Redevelopment <br />Project as the Joseph E. Parker, Sr. gymnasium; and <br /> <br /> WHEREAS, it was his guidance as a leader of the community that caused significant strides <br />in the total rebuilding of Mt. Hermon through extensive housing and community revitalization <br />efforts and the construction of the recreational facility. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of'Portsmouth, Virginia that th~ <br />appreciation of this Counci.1 and the citizens of the City o~ Portsmouth for Joseph ~. Parker, <br />Sr. may best be demonstrated by renaming the Mt. Hermon recreational facility and designating <br />same as the Jo~seph E. Pa~ker, Sr. Communitp Center. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, <br />a copy of this resolution to his wife, Alice B. Parker, in recognition <br />respedted stature in this community." <br /> <br />instructed to forward <br />of his service and <br /> <br />Ayes: Barnes, Beamer, Gray, Holley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br />83-424 - Letter from the City Manager: <br /> <br /> "By ordinance adopted October 9, 19~9, this Council closed certain streets within the <br />former Williams Court Development Area for public safety purposes. At the time the streets <br />were closed, easements were retained by the City for the purpose of operating utility services <br />The Director of Public Works and the Director of Public Utilities have now indicated that the <br />utilities have been discontinued, and retention of the easements are no longer required. <br /> <br /> The attorney examining the title for the property for the purchase of same by Farm Fresh <br />has requested that the easements be released in order to clear up title questions concerning <br />the purchase from the City of Chesapeake. The attached resolution would authorize the City <br />Manager to sign a release deed which would resolve this matter and facilitate the sale of the <br />property, I would, therefore, request that the City Council adopt the attached resolution <br />authorizing me to execute the deed releasing the easements and rights-of~way of the City, <br />which.was retained for the purpose of installing, maintaining, operating and replacing public <br />utilities within, over and under the streets in issue." <br /> <br /> On motion of Mr. Barnes and seconded by Mrs. Webb, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO RELEASE CERTAIN UTILITY EASEMENTS <br />(GARRETT STREET, GILLIS ROAD, JAMESON STREET, KEAY STREET, OLD STREET, REDGATE <br />DRIVE AND SHILOH PLACE). <br /> <br /> WHEREAS, by ordinance adopted October~9~ 1979, £ertain streets within the former Williams <br />Court development were closed and discontinued as public streets; and <br /> <br /> WHERE~S, by said ordinance, the. City of Portsmouth retained~easements and rights-of~way <br />for the purpose of installing, maintaining, operating and replacing public utilities over, <br />under and across said streets; and <br /> <br /> WHEREAS, the operation of said utilities has been discontinued and the easements and <br />rights-of-way are no longer required by the City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that th, <br />City Manager be, and he hereby is, authorized to execute a deed releasing the easements and <br />rights-of-way of the City of Portsmouth for the purpose of installing, maintaining, operating <br />and replacing public utilities within, over, under and across the hereinafter-named streets: <br /> <br />PARCEL 1 - GARRETT STREET <br /> <br /> All that certain portion of Garrett Street extending from its intersection with <br />the NorthWestern right-of-way of George Washington Highway to its terminus at the <br />intersection with Redgate Drive. <br /> <br /> <br />
