<br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority of the City of Portsmouth,
<br />Virginia (~RHA) has been authorized by the Council of the City of Portsmouth, Virginia, to
<br />advertise and hold public hearings relative to the issuance of Industrial Development Revenue
<br />Bonds; and
<br />
<br /> WHEREAS, the PRHA has considered the application for Carwell and Scialdone Properties, a
<br />¥£rgin~a limited.partnership, for the issuance of PRHA's Industrial Development Revenue Bonds
<br />in an amount estimated at Six Hundred Thousand Dollars ($600,000) to assist in ~he financing
<br />of the reconstruction and rehabilitation of certain land and improvements thereon located on
<br />Court and County Streets in the City of Portsmouth (currently known as the Pythian Castle) an~
<br />the rehabilitation, construction and equipping thereof for use as office and commercial facil-
<br />ities and has held a public hearing thereon on November 1, 1983; and
<br />
<br /> WHEREAS, the PRHA ha~ requested City Council to approve the issuance of the bonds to
<br />comply with the applicable federal and state law; and
<br />
<br /> WHEREAS, a copy o'f the PRHA's resolution approving the issuance of the bonds, subject to
<br />the terms and conditions contained therein, and the appropriate certification have been pro-
<br />vided, to the City Council for its consideration.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth, Virginia,
<br />approve the issuance of Industrial Revenue Bonds by the Portsmouth Redevelopment and Housing
<br />Authority for Carwell and Scialdone Properties in an amount estimated at Six Hundred Thousand
<br />Dollars ($600,000) for the rehabilitation and construction of property located on Court and
<br />County Streets (Pythian Castle).
<br />
<br /> BE IT FURTHER RESOLVED that the approval of the issuance of.~he bonds as required by the
<br />applicable federal and state laws does not constitute an endorsement of the bonds, financial
<br />viability of the facility or the credit worthiness of Carwell and Scialdone Properties, but,
<br />required by ~15.1-1380 of the Code of Virginia, }950, as amended, the bond shall provide that
<br />neither the Commonwealth of Virginia, City of Portsmouth nor PRHA shall be obligated to pay th~
<br />bonds or the interest thereon or other costs incident thereto except from the revenues and
<br />monies pledged therefor, and neither the faith or credit of the taxing power of the Commonwealth,
<br />the City nor the PRHA shall be pledged thereto.
<br />
<br />?his resolution shall take effect immediately upon its adoption."

<br /> 83-417 - Letter from the City Manager~recommending adoption of a~motion to transfer funds
<br />from the Grants Contingency account in the amount of $60,052 for Senior Citizens Services.
<br />
<br /> "For the seventh consecutive year, Portsmouth has been awarded a grant from the South-
<br />eastern Virginia Areawide Model Program (SEVAMP) for Senior Citizens Services. This year's
<br />grant in the amount of $60,052 provides funding to support such services for the elderly as
<br />Transportation, Dental Services, Visiting Nurse Services, and Personal Care Services~ All of
<br />these programs are consistent with the goals of State legislated Long Term Care for the Elder
<br />and Disabledi
<br />
<br /> In order to utilize the funds, ~motion to transfer funds from the Grants Contingency ac-
<br />count is needed. The grant is divided among the four service areas as follows:
<br />
<br />Transportation $ 10,167
<br />Dental Services 14,300
<br />Visiting Nurse Services 20,585
<br />Personal Care Services 15,000
<br />
<br />$ 60,052
<br />
<br /> Continued funding of two positions, the Visiting Nurse and the Transportation Van Driver
<br />will be provided; other funds pay for services on a client-specific basis. No local cash is
<br />required.
<br />
<br /> This program has indeed been of benefit to Portsmouth's elderly residents over the years
<br />and I recommend adoption of the motion."
<br />
<br /> Motion of Mr. Gray and seconded by Mr. Barnes, that authorization be granted to transfer
<br />$60,052 from the Grants Contingency Account, as requested, and was adopted by unanimous vote.
<br />
<br /> 83r418 - Letter from the City Manager recommending adoption of a~motion to refund Trego
<br />Stone Corporation in the amount of $1,190.16 for 1983 Business Personal Property Taxes.
<br />
<br /> "The Commissioner of the Revenue is requesting a partial refund of 1983 Business Personal
<br />Property taxes for Trego Stone Corporation in the amount of $1,190.16.
<br />
<br /> This company was over-assessed on four (4) vehicles, each vehicle being over-assessed
<br />by $297.S4.
<br />
<br />I recommend that this motion be adopted by Council."
