66' <br /> <br />January 10, 1984 <br /> <br />- REPORTS FROM THE CITY MANAGER <br /> <br /> 84-5 - Letter from the City Manager recommending adoption of an ordinance to appropriate <br />$1~0,000 needed for engineering work to begi~ prbjects scheduled for implementation in the <br />1983-88 Capital Improvement Program. <br /> <br /> "In order for the necessary engineering work to begin on projects <br />in the approved 1983-88 Capital Improvement Program, the City Engineer <br />of funds as listed below: <br /> <br />scheduled for FY 83-84 <br />requests appropriation <br /> <br />PROJECT <br /> <br />APPROPRIATION <br />REQUESTED <br /> <br />ESTIMATED <br />FR@JECTED COST <br /> <br />(1) <br /> <br />Drainage Improvements to <br />Airline Boulevard - <br />Chowan ro Laigh $10,000 $ ~50,000 <br /> <br />(2) Street Improvements <br /> South Portsmouth Area 30,000 <br /> <br />1,000,000 <br /> <br />(3) <br /> <br /> Reconstruction of Turnpike <br /> Road Includes connection to <br /> Harbor Drive (these funds will <br /> also be utilized to study this <br /> corridor to determine the full <br /> scope of this project) 50,000 <br /> <br />(4) Churchland Bridge Repairs 5,000 <br />(5) New Tennis Courts ~Churdhland) 5,)00 <br /> <br />250,000 <br />100,000 <br /> <br />*Definite estimate unavailable at this time) <br /> <br />I therefore recommend appropriation of the requested monies. <br /> <br /> On motion of Mr. Whitlow and s-econded by Mr. Gray, the following ordinance was approved <br />on first r'e~ding, and by the fin~imou~ vcte: <br /> <br />"AN ORDINANCE TO APPROPRIATE $100,000 FROM THE CAPITAL <br />ENGINEERING AND SURVEYING WORK ON PROJECTS PROVIDED FOR <br />IMPROVEMENT PLAN." <br /> <br />IMPROVEMENT FUND FOR <br /> IN THE 1983-84 CAPITAL <br /> <br /> 84-6 Letter from the City Manager recommending adoption of an ordinance to appropriate <br />$100,000 for Architec~sgic~ Engineering services for a replacement facility for the Church- <br />land Academy Elementary School and for Phase II improvements to Willetr Auditorium. <br /> <br /> 'At its December 15, 1983 meeting, the School Board adopted two resolutions requesting <br />the City Council ro aFpropriate $50,000 for initial Architectual and Engineering servmces <br />for a replacement facility for Churchland Academy Elementary School, and $50,000 for Phase ~I <br />improvements ~o Willett Auditorium. Both of these projects are included in the 1983-84 first <br />authorizations of the Capital Improvements Program. <br /> <br /> Churchland Academy is the oldest Elementary School in the system and is scheduled to be <br />replaced with a new facility located adjacent to Churchland Junior High School. After the ne~ <br />school is constructed, the present site would become available form~rk~t2iggg. The $5C,000 re- <br />quested by the School Board represents initial funds to begin design and engineering work on <br />the new school. At this t~me ~t ~ estimated that the construction ccsr will be $3,200,000. <br /> <br /> Phase II of the Willett Auditorium renovation cosists of new dimming and stage lighting, <br />new audio system, as well as renovation of the dressing rooms, vestibule, lobby, projection <br />room and restrooms. The $50,000 requested by the School Board will allow for necessary <br />Architectur~aland Engineering services associated with the work to be performed under Phase II <br />Construction costs for this final phase is estimated to be $300,000 which is scheduled to be <br />authorized in next year's CIP. The completion of this renovation and upgrading of Willett <br />Auditorium will provide us with an atttractive hall to be used for concerts, plays and other <br />events. <br /> <br />I recommend adoption of the attached ordinance." <br /> <br /> On motion of Mr. Beamer and seconded by Mr. Gray, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $100,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE <br />PURPOSE OF PROVIDING $50,000 FOR ARCHITECTURAL AND ENGINEERING SERVICES FOR A <br />REPLACEMENT FACILITY FOR THE CHURCHLAND ACADEMY ELEMENTARY SCHOOL AND TO PROVIDE <br />$50,000 FOR ARCHITECTURAL AND ENGINEERING SERVICES FOR PHASE II RENOVATIONS TO <br />WILLETT AUDITORIUM." <br /> <br /> 84-7 - Letter from the City Manager recommending adoption of an ordinance to appropriate <br />$30,000 for the Street Tree Improvement Program. <br /> <br /> <br />
