January 24~ 1984 Southeastern Public Service Authority George L. Hanbury to be reappointed as expiring December 31, 1987. an Alternate Member for a term of four years, Motion of Mrs. Webb and seconded by Mr. Holley, to further nominations, the above members to be elected to was adopted by unanimous vote. close nominations and there being no the designated Board/C~mmission, and 84-38 office. John ~Tallace, 957-C Suburban Parkway, was speaking on the Mayor not running for Mr. Whitlow stated that Mr. ~allace was completely out of order and not be allowed to continue unless he wish to speak on some issues affecting the administration ~f the City. The Council was in agreement unanimously. The Mayor ruled that the speaker was Out of Order. 84-39 - John Winters, 1616 Ward Terrace, representing West Park View Community League, spoke concerning West Park View being designated as a Conservation District. Alvin C. Palmer, 1717 A Street, representing West Park View Community League, spoke in support of Mr. Winters~ remarks. 84-40 - Clyde A. Toler, 1029 Blair Street, fas~d~n~ of Park View, spoke regarding Park View being designated as a Historic District, as the elderly residents were concerned of real estate~taxes being increased, and requested that the residents of the area be informed of any changes expected. Mr. Whitlow requested that the City Manager or PRHA get in touch with residents and explain to them the program. 84-41 - Motion of Mr. Whitlow and seconded by ~rs. Webb, to ~o into an executive session for the purpose of discussing a Lagal ~atter~ and Use of Public Property, and was adopted by unanimous vote. Council went into session at 9:46~p~m. Council reconven~d at 10:01 p.m. 84-42 -Mrs. Webb inquired as~'t~ ~ho has the aUthOrity on rent control in the City. The City Manager stated that the matter should be referred to the G~neral Assembly, as the City has no control over any increase~in rent. On motion meeting adjourned. APPROVED -~ City
