¸86 <br /> <br />February 14, 1984 <br /> <br /> 84-45(~) - Public Hearing jointly with the Portsmouth City Council and Commissioners of <br />t~e Portsmouth Redevelopment and Housing Authority on the 1984 Community Development Program. <br />~ See attendance of PRHA below. <br /> M~yor Johansen opened the hearing with the following remarks: <br /> <br /> "Ladies and gentlemen, t~g~m Public Hearing has been scheduled to receive citizens' <br />comments on the 1984 Community Development Program being jointly proposed by the City of <br />Portsmouth and the Portsmouth Redevelopment and Housing Authority. This hearing brings <br />together members of the Portsmouth City Council with the Board of Commissioners of the Author <br />in order to enable these public bodies to simultaneously benefit from citizen comments prior <br />to taking official action on the Program. Receiving your comments at this one meeting will <br />enable each body to hear your comments and preclude your having to attend several meetings <br />to make your views known. <br /> <br /> The proposed 1984 Com~aunity Development Program, which will be described shortly, in- <br />cludes a total of $3,350,000 proposed for programs, projects and activities in a number of <br />communities throughout the City. To This figure is added prior years remaining funds of <br />approximately $2,170,000, bringing the total funds available for the 1984 Program to $5,520,0( <br /> <br /> I would remind you that the purpose here tonight is only to receive citizen input on the <br />proposed 1984 Program; no official action will be taken this evening. Inasmuch as each <br />citizen's comments will be carefully considered and evaluated prior to any formal action <br />being taken, I would ask each speaker to identify himself and give his address, so that <br />further necessary follow-up can be made by the staff of the City of the Authority." <br /> <br /> William H. oast, iii, Chairman of the Portsmouth Redevelopment Housing Authority <br />presented the following statement: <br /> <br /> "As the Mayor has indicated, the purpose of tonight's public hearing, is to solicit <br />citizen comments regarding the 1984 Community Development Program being proposed jointly <br />by the City of Portsmouth and the Portsmouth Redevelopment and Housing Authority. The <br />coninuation of an agressive, ongoing revitalization program in a number of communities <br />throughout Portsmouth is of critical importance to the overall economic and phMsical well- <br />being of our city, and the Board of Commissioners is pleased to participate in tonight's <br />public hearing on this very important matter." <br /> <br /> MichaRt fay,;Ekecutive Director, of Fortsmouth Redevelopment and Housing Authority <br />outline~ the Proposed Statement of Community Development Objectives, the Projected Use of <br />Funds and the Relocation Plan. (see exhibit 84-48(b)). <br /> <br />The following citizens spoke regarding the 1984 Community Development Program: <br /> <br /> Jay Casper, 58 Parkview Avenue, representing the Park View Presenvation League, asked <br />abou~ funding for the Park View area. <br /> <br />area <br /> <br />The City Manager responded to Mr. Casper's questions. <br /> <br />Cetha E. Boone, 2727 Ballard Avenue, spoke concerning vacant houses in the Hattonsville <br />as they were hazardous to the area, and requested that funds for rehabilitation be moved <br /> <br /> Nathan Thomas, 4116 Twin Pines Road, representing Twin Pines Concerned Citizen Civic <br />League, and President of Black Urban Dgvelopers, stated that the community was ~rateful for <br />the progress that had been made in Twin Pines, but other prbblems still exist that need to be <br />resolved - blighted areas, homes need to be demolished, streets need to be improved, helping <br />citizens who have to relocate, and urgently requested that funds be appropriated necessary <br />to correct these problems. <br /> <br />No action was taken on the 1984 Community Development Program. <br /> <br />The following members of the Portsmouth Redevelopment and Housing Authority were present: <br /> <br />William H. Oast, III, Chairman, Dr. E. A. BaFham, Ralph W. Gholson, John G. Hatcher, <br />Jr., Kenneth R. Melvin, James D. Topping, Jr., Michael A. Kay, ~xecutive Director. <br /> <br /> 84-45(b) - Rev. Kenneth E. King, Member of Study Committee on Church Properties, <br />presented a report on the use and ownership of property by religious institutions~with <br />following recommendations: <br /> <br />the <br /> <br />To amend the Code of the City o£ Portsmouth to require a minimum o~ one (1) acre for <br />establishment of a church. This would be required throughout the City of Portsmouth <br />and would apply to all zoning designations. Where churches are to be established <br />adjacent to single-family residential property, a minimum of 30' of shrubbery or <br />~atu~al~g~o~h buffering would be required to extend 30' inward from the property line <br />where such line abuts a single-family residential use. Th~ dhur~h structure must ha~ <br />a setback of 100' from any property line abutting single-£amily residential parcels. <br />Existing requirements for Use Permits is designated zones would remain as currently <br />stated in the City Code. <br /> <br />To require review of facades of all planned churches when plans call for occupancy <br />of an existing structure requiring a Use P~rmit ~r change in zoning. Review wou~ <br />be conducted by the D-1 Committee or applicable Commission of Architectural Review <br />and/or by the Planning Commission.
