Ayes: Beamer, <br />Nays: None <br />Abstaining: Barnes <br /> <br />Gray, Holley, Webb, <br /> <br />Whitlow, Johansen <br /> <br /> Councilman Barnes stated that he abstained because it was the matter of the new council <br />and he did not think that he had the r~ght to set an organizational meeting. <br /> <br /> 84-232 On motion of Mr. Gray and seconded by Mr. Beamer, the following resolution was <br />adopted, and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE LEASE~PURCHASE OF FIFTEEN SCHOOL BUSES FOR THE <br />PORTSMOUTH PUBLIC SCHOOLS. <br /> <br /> WHEREAS, Portsmouth Public Schools has made arrangements to acquire fifteen (15) <br />school buses to replace existing fleet equipment; and <br /> <br /> WHEREAS, the method of purchase thereof is by lease/purchase agreement for a term of <br />five (5) years; and <br /> <br /> WHEREAS, such method of purchase shall not result in further obligation to the City <br />of Portsmouth and may be terminated by the School Board at its option. <br /> <br /> NOW, THEREFORE, BE [T RESOLVED by the Council of the City of Portsmouth, Virginia <br />that the Portsmouth Public School Board be, and it hereby is, authorized to lease/purchase <br />fifteen (15) school buses.' <br /> <br /> Ayes: Barnes, Beamer, Gray, Holley, Webb, Whitlow, Johansen <br /> Nays: None <br /> <br /> 84-233 - D. IV. Conners, 441 Broad Street, P~esident-elect of the Port Haven Ceniral <br />Forum, spoke concerning the problem existing between Ms. Judi Spindel, dance ~nstructor' for <br />fihe City Dance Company and the Port Haven Central Forum, and recommended that the City Dance <br />Company fight their own battle and the Forum be allowed to operate on its own. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Whitlow, that the matter be referred to the <br />City Manager and a report be furnished to Council, and was adopted by unanimous vote~ <br /> <br /> 84-234 Mrs. Rosalind Gordon, 3902 High Street, spoke concerning the problem at the <br />Port Haven Central Forum, and asked that the matter be investigated and requested-that she <br />be notified of the outcome. <br /> <br /> 84-233 Councilman Holley, on the behalf of Council, expressed appreciation to Council- <br />man Barnes and Mayor Johansen for the services renderedlto the citizens of Portsmouth and that <br />both would be missed on the Council, and wished each the best of luck in the years to come. <br /> <br /> Vice Mayor Beamer expressed his ai~Pr~ciation for having the opportunity to serve with <br />Council as Vice Mayo~.for the past two years, and expressed thanks to Councilman Bar~es and <br />Mayor Johansen for their contribution, not only to the City, but to him personally. <br /> <br /> Mayor Johansen thanked Councilman Holley and Vice MaMor Beamer for their comments and <br />stated than he had enjoyed his term of office during all the good and bad. <br /> <br /> Councilman Barnes expressed it had been a pleasure to serve on Council for 24 y&ars <br />and felt he had gained a lot ~'~ and everyone who he had served with over the years. <br /> <br /> 84-236 Motion of Mr. Gray and seconded by Mrs. Webb, to go into an executive session <br />to discuss the following, and was adopted by unanimous vote: <br /> <br />(1) Use, Sale, or Acquisition of <br /> Public Property <br />(2) Consultation and Briefing on <br /> Legal Matters including <br /> Contracts and Litigation. <br />(3) A Personnel Matter <br />(4) Boards and Commissions <br /> <br />On mo~i6n me~ting~.adjourned. <br />APPROVED -~ <br /> ? <br /> <br />City Clerk-~ <br /> <br /> <br />
