July 24, 1984 <br /> <br />would be completed by Ehei~o~owing Christmas. The drainage portion was started and completed <br />in 1972, however, since that time the street improvements to include curbing has not taken <br />place in North Truxton. This was broB~kt to the attention of City Council by the Harrison Ward <br />Civic League ~n~c~tizens of North Truxton in the fall of 1974. :,~ <br /> <br /> On December 17, 1974, City Council adopted the Priority System which is now in effect, <br />placing North Truxton 629 on the list. <br /> <br /> On Eebruary 25, 1980, the Wilson Ward Civic League on behalf of the citizens of North <br />Truxton, petitioned City Council regarding the need for curbing and guttering against flooding <br /> <br /> In early 198~, the Wilson Ward Civic League and citizens of North Truxton petitioned <br />City Council concerning the same problems. <br /> <br /> WHEREAS: <br /> <br /> We the citizens of this community w~re of the opinion that monies were appropriated for <br />this section known as North Truxton. Now we desire an explanation as to why the project was <br />never complected. <br /> <br /> THEREFORE: <br /> <br /> We propose that this project, started some years ago, be completed in the very near <br />future, using emergency funds if necessary, since we deem the need for curbing and guttering <br />in our area to be an emergency." <br /> <br />Petition: <br /> <br /> "We, the undersigned, citizens of the City of Portsmouth, Wilson Ward Divic League and <br />of the Community known as North Truxton do hereby petition the City Council of;this city to <br />restructure its priority listing for curbs, gutters and streetiimprovements. We contend that <br />the present priority listings:system has proven to be impractical and biased against older tax <br />paying communities, such as North Truxton, which has been granted Conservation Status by the <br />City. <br /> <br /> We feelthat this petition is justified and proper. Signed by Lola B. Lassiter, 3441 Down¢ <br />Street and Others" (243 Signatures) <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Webb, that the petition be received and referred <br />to the City Manager for study, and a report be furnished to Mrs. Connor and residents of <br />North Truxton, and was adopted by unanimous vote. <br /> <br /> 84~272 - Linda:iMcCloud;~:TI5 Summers Place, representing the Cathedral of Praise Church, <br />spoke concerning the Use Permit 84-4, Petition of the Cathedral of Praise Church, denied at <br />the meeting of May 22, 1984, and requested that the use p~rmit to operate a child care center <br />be reconsidered. <br /> <br />Councilman Whitlow responded to Mrs. McCloud why the use permit had not been reconsidered <br /> <br />is <br /> <br /> There being no request from five (5) members of <br />deemed moot. <br /> The City Manager introduced Ernest Freeman, City <br /> On motion meeting adjourned. <br /> <br />APPROVED <br />[~ Mayor ~ <br /> <br />:ouncil for reconsideration, the matter <br />Planner for the City of Portsmouth. <br /> <br />City Clerk <br /> <br /> <br />
