<br /> At a Regular Meeting of the City Council on Tuesday, March 28, 2000,
<br />there were present:
<br />
<br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P.
<br />Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst,
<br />Sr., Deputy City Manager H. Timothy Little, City Attorney G. Timothy Oksman.
<br />
<br /> Councilman J. Thomas Benn III opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a
<br />Called Meeting on March 14, 2000, and a Regular Meeting on March 14, 2000, and was
<br />adopted by unanimous vote.
<br />
<br />- Public Hearings -
<br />
<br />00 - 62 - Joint public hearing with the City Planning Commission on the recommended
<br />2000-2005 Capital Improvement Plan.
<br />
<br />1. Jeanne Larcombe, 410 Crawford Street, spoke on the status of funding for the
<br /> relocation of the local history room.
<br />
<br />James Klender, 2637 Barclay Avenue, Highland Biltmore Civic League, spoke in
<br />support of the next phase of funding for streets and drainage improvement in
<br />Highland Biltmore.
<br />
<br />3. Bill Griggs, 680 Ingleside Road, Chairman, Virginia Gateway Center of the Arts,
<br /> spoke in support of the City Manager's recommendation for this organization.
<br />
<br />00 - 63 - Joint public hearing with the Portsmouth Redevelopment and Housing
<br />Authority to consider proposed Plan Amendments to the 2001 Community Development
<br />Action Plan, West Park View Conservation and Redevelopment Plan and proposed
<br />Amendments: Number 31 to the Crawford Urban Renewal Plan, Number 10 to the Park
<br />View Conservation and Redevelopment Plan, Number 3 to the Shea Terrace
<br />Conservation and Redevelopment Plan, and Number 1 to the West Park View
<br />Conservation Redevelopment Plan.
<br />
<br />Suzanne Velez, 1712 Ann Street, West Park View Community League, spoke in
<br />support of Community Development Block Grant (CDBG) acquisition funds for
<br />Scott's Creek and downtown area.
<br />
<br />Ida Kay Jordan, 237 Elm Avenue, President, Park View Civic League, spoke in
<br />support of Community Development Block Grant (CDBG) acquisition and look at
<br />each property on an individual basis for possible rehabilitation.
<br />
<br />3. Charles Hudgins, 1721 Bradford Terrace, spoke in opposition to proposed park on
<br /> Barron Street in West Park View.
<br />
<br />Dutch Andrews, 131 Jamestown Avenue, President, Shea Terrace Civic
<br />LeagueNision 2005 Subcommittee, spoke in support of Community Development
<br />Block Grant (CDBG) acquisitions and the linear park on London Boulevard.
<br />
<br />00 -53 - Public hearing on a use permit application:
<br />
<br />(a) UP-00-05
<br />
<br />DOWNTOWN NEIGHBORHOOD - James Jolly on behalf of
<br />Portsmouth Redevelopment and Housing Authority requests a use
<br />permit to operate an entertainment establishment at 3 Harbor
<br />Court. Deferred from March 14, 2000 City Council meeting.
<br />
<br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to accept the applicant's
<br />withdrawal of UP-00-05, and was adopted by the following vote:
<br />
<br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley
<br />Nays: None
