225 <br /> <br />August 28, 1984 <br /> <br /> WHEREAS, the IDA has requested City Council so approve the issuance of the bonds to compl <br />with the applicable federal and state laws; and - <br /> <br /> WHEREAS, a copy of IDA's resolution approving the issuance of the bonds, subject to the <br />terms and conditions contained therein, and the appropriate certifications and documentations <br />have been provided to the City Council for their consideration. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the Council approves the issuance of Industrial Development Revenue Bonds by the Portsmouth <br />Industrial Development Authority in an amoun~ not to exceed One Million, Five Hundred Thousand <br />Dollars ($1,500,0001 for the benefit of Portsmouth Medical Properties, a Virginia General <br />Partnership, to finance the acquisition, construction, and equipping of a Medical Office Build <br />lng and Ambulatory Surgical Center a~ London Boulevard and Goode Way in the City of Portsmouth <br />Virginia. <br /> <br /> BE IT FURTHER RESOLVED that the approval of the issuance of the bonds as required by the <br />applicable federal and state laws does not constitute an endorsement of the bonds, financial <br />viability of the facility, or the credit worthiness of Portsmouth Medical Properties, but, as <br />required by §15.1-1380 of the Code of Virginia, 1950, as amended, the bonds shall provide that <br />neither the ]ommonwealth of Virginia, City of Portsmouth, nor ZDA shall be obligated tc pay <br />the bonds ~r the interes~ thereon ~r the cosvs incident therevo excep5 from the revenues and <br />monies pledged therefor~ and neither the faith or credit of the taxing power of the Common- <br />wealth, the ]ity nor the IDA shall be pledged thereto. <br /> <br />This resolution shall take effect immediately upon its adoption." <br /> <br />Ayes: Beamer: Corprew, Gray, Lucas, Web~, Whitlow, Molley <br />Nays: None <br /> <br /> ~-312 Letter £rom the City Manager recommending <br />Code of the City of Portsmouth by amending Sections --3, <br />cemeteries. <br /> <br />adoetion of an ordinance to amend the <br />7-4{a), and 21-119, pertain~ns {o <br /> <br /> 'In recent months the City has been faced with an increase in vandalism at cemeteries. <br />The City Attorney, at the request of the Parks 8 Recreation Department, has reviewed the State <br />enabling legislation pertaining to trespassing at night and damages to cemeteries and burial <br />grounds and have concluded that the State enabling legislation would permi~ an increase in the <br />penaity for persons convicted thereof. <br /> <br /> Accordingly, the attached ordinance has been drafted which would increase the penalty for <br />trespassing at night in cemeteries from $25.00 to S100.00 and the penalty for "vandalism" at <br />both City-owned and privately owned cemeteries from a Class III misdemeanor to a Class I mis- <br />demeanor. <br /> <br /> These changes would bring the City Code into conformity with the penalty provisions of th~ <br />existing State Code and I recommend their adoption." <br /> <br /> On motion of Mr. Beamer and seconded by Mrs. Webb, the following ordinance was adopted. <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO ~MEND THE CODE OF THE CITY OF PORTSMOUTH BY AMENDING SECTIONS <br />73, 724(a) AND 21-119, PERTAINING TO CEMETERIES." <br /> <br />Ayes: Beamer, Corprew, Gray, Lucas~. Webb, Whitlow, Holley <br />Nays: None <br /> <br /> 84-312 - Letter from the City Manager recommending adoption of a motion to award a 5-year <br />contract to provide emergency medical services in the City of Portsmouth to the lowest respon- <br />sible bidder. <br /> <br /> "The City currently has a contract with Portsmouth General Hospital whereby the hospital <br />Provides emergency ambulance service within its corporate limits. That~eontract expires on <br />September 30, 1984. Bids have been solicited for a new five year contract and proposals were <br />received from five firms. <br /> <br /> I appointed a selection review committee chaired~by the Director of Finance, with repre- <br />sentation from other City departments as well as a representative from the Portsmouth Emergenc <br />Medical Services Commission. It was the decision of this committee to recommend award of the <br />contract to Central Virginia Ambulance Service, Inc., the lowest responsible bidder. There <br />was one bid lower than Cantral Virginia AmbulancD Service, however, that bid was disqualified <br />based on lack of experience of the bidder and infromation about its performance elsewhere. <br /> <br /> The contraot cost for the first year will be $390,500, plus $16,000 for billing services, <br />for a total cost of $406,500. Sufficient funds are available in the operating budget to pro- <br />vide this service. Attached is a summary ~f the five bids that were reviewed. <br /> <br /> I concur with the Committee's recommendation and recommend that you award the contract <br />to Central Virginia Ambulance Service, Inc.
