<br /> 84-418 Letter from the City Manager recommedning adoption of a resolution to authorize
<br />the invitation of bids for a telephone system franchise to be presented to City Council on
<br />December 11, 1984.

<br /> "The present franchise contract with C & P T~pphone to operate within the City right-
<br />of-way began on May 25, 1954, and expired May 25, 1984. I~ order to necessitate proper legal
<br />procedures, it ms requested that Council pass the attached resolution inviting bids for tele-
<br />phone system franchise.
<br />
<br /> On December 11, 1984, I will recommend adoption of an ordinance ~ranting award to the
<br />most responsible bidder."

<br /> On motion of Mrs. Webb and seconded by Mr. Corprew, the following resolution was adopted
<br />and by the following vote:
<br />
<br />"A RESOLUTION INVITING BIDS FOR A FRANCHISE TO USE THE STREETS AND OTHER PUBLIC
<br />PLACES OF THE CITY OF PORTSMOUTH, VIRGINIA, FOR POLES, WIRES, CONDUITS, CABLES
<br />AND FIXTURES, NECESSARY FOR THE OPERATION OF A TFLEPHONE SYSTEM.
<br />
<br /> BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the annexed
<br />ordinance, entitled "AN ORDINANCE GRANTING A FRANCHISE TO ITS'SUCCESSORS AND ASSIGNS, TO
<br />USE THE STREETS AND OTHER PUBLIC PLACES OF THE CITY OF PORTSMOUTH, VIRGINIA, FOR ITS
<br />POLES, WIRES, CONDUITS, CABLES AND FIXTURES," be advertised once a week for four successive
<br />weeks in the Virginian Pilot, Currents Section, a newspaper having a general circulation in
<br />the City of Portsmouth, Virginia; and that said advertisement shall invite bids for the
<br />franchise proposed to be granted in said ordinance, which bids are to be in writing and
<br />delivered to the presiding officer of the City Council in open session, to be held in the
<br />Council Chamber, 6th Floor, City Hall Building, on the llth day of December, 1984, at 7:00
<br />O'Clock P. M., the r~ght being reserved to reject any and all bids.

<br /> ~E IT FURTHER RESOLVED that the invitation for bids to be published with said ordinance
<br />shall he as follows:

<br /> City of Portsmouth, ¥irginia, hereby invites bids [or the £ranchise proposed to be grant
<br />to use the streets and other public places of the City oF Pcrtsmouth, Virginia, for poles,
<br />wires, conduits, cables and fixtures necessary for the operation of a telephone system in
<br />accordance with the ~erms of an ordinance annexed to a resolution adopted by the Council of ti
<br />City of Portsmouth on the 13th day of November, 1984. A copy of the full text of the ordinam
<br />is on file in the office of the City Clerk, 6th Floor, City Hall Building, Portsmouth, Vir-
<br />ginia~ The bids are to be in writing and delivered to the presiding officer of the City Councz
<br />in open session ~o be held in the Council Chamber, 6th Floor, City Hall Building, Portsmouth,
<br />Virginia, on the llth day of December, 1984, at 7:00 O'Clock P. M., the right being reserved
