Beamer, Sr., E. G. Corprew, Jr., J. Robert Gray, <br /> L. Louise Lucas, Gloria O. Webb, Morton V. Whitlow, George L. Hanbury, City <br /> Manager, Steven Lieberman, City Attorney. <br /> <br /> Rev. Percy O. White, Pastor of St. Mark Baptist Church, opened the meeting with prayer, <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Motion of Mr. Beamer and seconded by Mrs. Webb, minutes of the called meeting of October <br />25, 1984; and minutes of the regular meeting of-October 23, 1984, to be approved as received <br />and was adopted by unanimous vote. - ' <br /> <br />Mayor Holley welcomed all visitors in attendance. <br /> <br /> 84-410 Mayor Holley presented Certificatas of Appreciation to the following former <br />members of the Citizens Advisory Committee: <br /> <br /> Col. Warren S. Harris Mrs. Willia Jones <br /> Mrs. Carolyn Keeney Mrs. Shirley Richards <br /> Johnny Clemons <br /> <br /> 84-410(a) Mayor Holley presented a picture of 'Olde Towne" to Robert Brooke Albertson, <br />Jr. in recognition for outstanding services rendered to the Downtown Revitalization Video <br />Conference. <br /> <br /> 84-411 A joint Public Hearing of the Portsmouth City Council and the <br />of the P3r~smouth Redevelopment and Housing Authority on the 1985 Community <br />Program was held with the following Commissioners present: <br /> <br />Commi:siohers <br />Development <br /> <br />William H. Oast, III, Chairman, E. A. Barham, Mrs. Grant J. Creekmore, Ralph W. Gholson, <br />John G. Hatcher, Jr., Kenneth R. Melvin, James D. Topping, Jr., gannT Cruce, Acting <br />Executive Director. <br /> <br />Mayor Holley opened the meeting with the following remarks: <br /> <br /> "Tonight members of the City Council are joined by the Commissioners of the Portsmouth <br />Redevelopment and Housing Authority in order that we may hear your comments or suggestions <br />on the proposed 1985 Community Development Program. The proposed program was published in the <br />Currents section of The Virginian-Pilot/Ledger-Star and his also been included in tonight's <br />agenda package. You are reminded that no official action will be taken on the program by <br />either body tonight. The public hearing allows members of City Council and the Authority to <br />hear your comments prior to making a final recommendation on the aroDosed program. The next <br />regularly scheduled meeting of both bodies is November 20, 1984, and-it is on this day that <br />official action will be taken. The Authority meets at 3:30 p.m., and City Council meets at <br />7:00 p.m. <br /> <br /> The proposed 1985 Community Development Program is a joint recommendation by the City <br />Manager and the Acting Executive Director of the Portsmouth Redevelopment and Housing Authorit <br />to continue the commitments to revitalize several areas throughout the city, and you are <br />referred to the public notice for the specific project and activities that will be undertaken <br />if the program is adopted. <br /> <br /> Each citizen wishing to comment on tonight's program will be allowed five minutes to do <br />so. Following c~t~zens' comments, I will entertain any questions or comments from City Counci <br />members and the Board of Commissioners." <br /> <br />The following citizens spoke: <br /> <br /> Sylvester Br~wn, 1909 haigh Road, representing Hattonsville Civic League, commented on <br />the progress that had been made in Hattonsville as a result of the Community Development Pro- <br />gram and the Civic League was in support of the funds for community development. <br /> <br /> Phyllis Thomas, 5803 Branch Street, representing Twin Pines Civic League, requested new <br />street improvements for the area to be included in the Community Development funds. <br /> <br /> Paulette Vaughan, 510 Taft Drive, representing new residents of Twin Pines area, and <br />spoke in support of new stree~ improvements in the area. <br /> <br />No comment~s~were made by the ~ertsmouth Redevelopment and Housing Authority. <br /> <br />No action taken. <br /> <br />84-412 <br /> <br />Public Hearing on rezoning, use hermit and group housing project applications, <br />and proposed amendments to the City Code and re~ort on consideration of a site <br />for the proposed Churchland Fire Station: <br /> <br />(a) Zoning Petition Z 84-11 <br /> <br />Rezoning application of RalFh ~ Debbie Nahra, by Hugh W. <br />Johnston, Agent for American Fidelity Insurance Agency, I~ <br />to rezone a parceI of land on the west side of George <br />Washington Highway and north of the Portsmouth City limits <br />from Industrial M-1 to Residential R~60. <br /> <br /> <br />
