<br />84-444 - Letter from the City Manager recommending adoption of an ordinance, to amend
<br />the Code, by amending Section 23-304(a) pertaining to the duties of motor vehicle drivers
<br />
<br /> "The City Attorney has ~chV&ise~ that the Honorable Lee S. Morris, Judge of the General
<br />District Court, has indicated that ~23-304 pertaining to leaving the scene of an accident
<br />does not properly distinguish between accidents involving persons who are killed or
<br />injured (which is a felony) and accidents which relate only to damage to property (which
<br />is a misdemeanor).
<br /> Accordingly, it will be necessary that the section at issue be amended and, I join wit]
<br />the City Attorney in recommending the adoption of the attached ordinance to accomplish
<br />such revision."

<br /> On motion of Mrs. Webb and seconded by Mr. Gray, the following ordinance was adopted
<br />on first and final reading, and by the following vote:

<br /> 84-446 - Mr. Gray read a letter to Captain Robert B. Bell, Jr., Staff Director,
<br />Defense Logistics Agency, concerning the proposed Hazardous Waste Storag~ Facility at
<br />St. Julien's CzeekAnnex. The letter to Captain Bell was signed by Mayor James W. Holley
<br />and J. Bennie Jennings, Jr., Mayor of Chesapeake.
<br />
<br /> On motion by Mr. Gray and seconded by Mrs. Webb, that the following letter be incorpara~
<br />in the minutes, was adopted by unanimous vote.
<br />
<br /> "Your corresoondence of November 2, 1984 has been received regarding the public meetin~
<br />requested by th~ region and Congressman Norman Sisisky, concerning the proposed Hazardous
<br />Waste Storage Facility at St. Julien's Creek Annex. We feel such an informatio~lmeeting
<br />would be of benefit to the Citizens of our respective communities and your proposed out-
<br />line is acceptable. We would only add that the public Should be extended an opportunity
<br />to have a question and answer session following DLA's presentation. In addition, the DLA
<br />should be prepared to speak in detail to the public on the many issues'that have been
<br />presiously raised.
<br />
<br /> We have been advised by Congressman Norman Sisisky's office that January 17, 1985 would
<br />be an acceptable date and we concur. We have tentatively reserved the Cradock Autitorium
<br />for the public meeting and have selected 7:00 p.m. as a starting time. Our respective
<br />staffs will be in close contact with your representative to finalize details.
<br />
<br /> Once again, we appreciate your willingness to allow the public the opportunity to hear
<br />first-hand the U. S. Government's proposal."
