Gray, that CA 84-11 be referred to the Planning <br />Commission, as recommended, and was adopted by unanimous vote. <br /> <br />REPORTS FRO~ THE CITY ~.4ANANGER <br /> <br /> 85-3 - Letter from the City Manager reccmmending adontion <br />$23,044 from the Capital Improvements Fund for the removal and <br />the Civic Center. <br /> <br />of an ordinance to appropriate <br />replacement of eight doors at <br /> <br /> "The 1984 Capital Improvement Budget authorized $20,000 for a phased replacement of <br />exterior doors zn the Civic Center Complex. The existing doors are too heav~ causing continu- <br />ous mazntenance problems. The problem is particularly severe during storms accompanied with <br />high winds (northeasters). The pronosed door replacements would reduce drafts, therefore, <br />resulting in heating and air conditioning savings. <br /> <br /> This phase of the program would replace eight (8) of the sixteen doors recommended for <br />replacement. The project was bid requesting prices for replacement of all sixteen (16) doors <br />in an effort to solicit better prices. Binswanger proposed a ~er unit price of ~2,880.44 and <br />has agreed to honor this price for the replacement of eight doors versus the sixteen bid. <br />Therefore, the .F~r/al anticipated project cost is $23,044. <br /> <br />PER UNIT OF DOORS TOTAL PROJECT <br /> <br />$2,880.44 x 8 S23,044 <br /> <br /> I recommend appropriation of the necessary fundJ and award of the contract ~o the <br />apparent low bidder. This fund has allowed garden clubs, PTA's, recreation <br />organizations, athletic associations, and other civic and charitable groups to assist the City <br />by providing matching funds to promote leisure service and beautification activities City-wide <br /> <br /> All projects are reviewed by the Director of Parks and Recreation and then submitted to <br />~'e 'P~-ks ~and~P~e~reation Commission for final approval. For the most recen~ year, 38 separate <br />projects were funded totaling a public'private expenditure of S50,000 (see attached breakdown <br />of projects by organization). City Council authorized $25,000 in the 1985 CIP for funding of <br />this program. <br /> <br /> I, therefore, recommend appropriation of S50,000 (S25,000 City contribution to be matched <br />by civic and charitable groups)." <br /> <br /> Raleigh G. Harsley, 2124 Peach Street, President o~ Lee l{ard Civic League, expressed <br />appreciation for the many things and help he had received in 1984 to make his area a better <br />place. <br /> <br />The Mayor and Members of City Council thanked Mr. Harsley for his kind remarks. <br /> <br /> On motion of Mrs. ~ebb and seconded by Beamer, the following ordinance was approved on <br />first reading, and was adopted by unanxmous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $50,000 FROH TIIE CAPITAL IMPROVE~ENT FUND FOR THE <br />OPERATION OF THE PARKS AND RECREATION DEPART~{ENT INCENTIVF FUND." <br /> <br /> 85-5 Letter from the City ~{anager recommending adoption of a resolution to authorize <br />the issuance of $3,000,000 in Industrial Development Revenue Bonds for Seaboard Coastline <br />Associates for the acquisition, rehabilitation, construction, and equipping of the former <br />Seaboard Coastline Building for rental apartments in the City of Portsmouth." <br /> <br /> <br />
