At a regular meeting of the City Council held on Tuesday, January 8, 1985, there were <br />present: <br /> <br />James W. Holley, <br />L. Robert Gray, <br />Hanbury, City Manager, <br /> <br /> Bishop Thomas E. Talley of Twines Memorial Church opened the meeting with prayer, fol- <br />lowed by the Pledge of Allegianc~ to the Flag. <br /> <br /> Motion of Mr. Gray and seconded by Mr. Beamer, minutes of the called meeting of December <br />11, 1984; minutes of the regular meeting of December 11, 1984; and minutes of the public con- <br />ference held on December 17, 1984, were approved as received and was adopted by unanimous vote <br /> <br /> Mayor Holley welcomed all visitors in attendance, and recognizing students, teachers and <br />parents, of 7th Grade, Social Studies Class of Mapp Jr. High School. <br /> 85-2 Public Hearing on rezoning, use permit, group housing project applications and <br /> a parking variance: <br /> <br />(a) Zoning Petition Z 84-19 <br /> <br />Rezoning application of Elmhurst Square Properties, <br />by Alan Resh, general partner, to rezone land on the <br />east side of Elmhurst Lane between Portsmouth Boulevard <br />and Mimosa Road; from Office Residental OR-7S to <br />Residential R-75. <br /> <br /> Alan S. Resh, 826 W. Princess Anne Road, Norfolk, representing Elmhurst Square Properties <br />spoke in support of the application~ <br /> <br /> George Baker, 104 Sykes Avenue, representing Simonsdale Civic League, spoke concerning <br />large trucks serving stores in the area. <br /> <br /> Motion of Mr. Beamer and seconded by Mrs. Webb, to concur in the recommendation of the <br />Planning Commission, to rezone land on the east side of Elmhurst Lane between Portsmouth <br />Boulevard and Mimosa Road, from Office Residential 0R-75 to Residential ~-75, the following <br />ordinance was approved on first reading by unanimous vote: <br /> <br />"ZONING },~A17[~NDM.~T ORDINANCE Z 84-19" <br /> <br />Zoning Petition Z 84-21 - <br /> <br />Rezoning application of Rar~e S~sDabHi~rKs~Ho~e~y~' <br />owners for property located at 305 Mohican Drive; from <br />Residential R-7S-S to Office Residential OR-7S-K Condi- <br />tional. <br /> <br /> Motion of Mr. Beamer and seconded by Mrs. Webb, to concur in the recommenda~on~f the <br />Planning Commission, Z 84-21 was denied, and was adopted by the following vote: <br /> <br />Ayes: Beamer, Corprew, Gray, Lucas, Webb, Whitlow, Holley <br />Nays: None <br /> <br />(c) <br /> <br />Use Permit UP 84-17 - <br /> <br />Use permit application of Marie Wilson Harris, owner, for <br />use permit approval to expand existing child care center <br />to accommodate thiRty-one (31) children at 276 Elm Avenue. <br /> <br /> George Harris, 7328 Hampton Boulevard, Norfolk, representing Tender Loving Childcare <br />Center, spoke in support of the use permit. <br /> <br /> Marie W. Harris, 276 Elm Avenie, owner, spoke concerning the application and additional <br />playground area at 280 Elm Avenue. <br /> <br /> Estelle Giles, 280 Elm Avenue, representing Tender Loving Childcare Center, spoke in <br />favor of the application and was agreeable to the use of h~r property as a playground area. <br /> <br /> Motion of Mr. Whitlow and seconded by Mrs. Webb, to concur in the recommedation of the <br />Planning Commission, to deny. <br /> <br /> Substitute motion of Mr. Beamer and seconded by Mr. Corprew, that the item be re-adver- <br />tisted in the proper style for what position it desires and to be reconsidered, and was <br />defeated by the following vote: <br /> <br />Ayes: Beamer, Corprew, Lucas <br />Nays: Gray, Webb, Whitlow, Holley <br /> <br />On motion to deny UP 84-17 was adopted by the <br /> <br />following vote: <br /> <br />Ayes: Gray, ~ebb, Whitlow, Holley <br />Nays: Beamer, Corprew, Lucas <br /> <br />id) GHP 84-24 <br /> <br />- Group housing project application of the Portsmouth Redevelopment <br /> and Housing Authority by William Chick, President of Pepperdine <br /> Corporation, for construction of 31 apartments on the west side of <br /> Court Street between Columbia and South Streets and special exception <br /> to the parking requirements pursuant to Section 40-121 (B)[IV). <br /> <br /> <br />
