January 8~ 1988 <br /> <br /> 85-8 Letter from the City Manager recommending adoption of a motion to transfer $1,000 <br />from the Grants Contingency Account to fund a transportation grant for VISTA volunteers being <br />awarded by the ACTION agency. <br /> <br /> "I am pleased to ~nnounce'~thatvthe~ACT~ONragency-fo~-~helV~u~teers In Servi~America <br />~VISTA) is awarding the City of Portsmouth a $1,000 transportation grant for VISTA volunteers <br />Two VISTA volunteers have recently accepted assignments with the Juvenile Court Division Unit <br />and the Parks and Recreation Volunteer Program. The grant would provide reimbursement for <br />their on-the-job travel costs to clients' homes and recreation sites throughout the City. <br /> <br /> While the Office of ACTION has provided the City with VISTA volunteers for several years <br />this grant represents the first award for financial assistance for the cost of on-the-job tra~ <br />portation for the volunteers. It is 100% federal funding and no local match is required. I <br />recommend acceptance of this award and the transfer of S1,000 from the Grants Contingency <br />Account for the pro~ect." <br /> <br /> Motion of Mr. Beamer and seconded by Mrs. Webb, that authorization be granted to transfe~ <br />$1,000 from the Grants Contingency Account, as requested, and was adopted by unanimous vote. <br /> <br /> 85-9 - Letter from the City Manager recommending adoption of a motion to transfer S7,085 <br />from the Grants Contingency Account to fund an emergency shelter program available through <br />t~e Federal Emergency Management Agency. <br /> <br /> "I am pleased to inform you that the Department of Social Services has been granted S7,08 <br />for emergency shelter. The funds are available through the Federal Emergency Management Agenc <br />Phase III Award. Of the total amount, $4,500 will be used to ~rovide one month of emergency <br />rent or mortgage payment to avoid eviction. Ail other resources will be exhausted before <br />payments to the landlord or mortgates are made. A total of S2,500 will be used for payment <br />of one month's portion of utility bills to prevent shut off. Approximately $250 oer household <br />will be granted, and the program is expected to serve twenty-eight (28) low-income families. <br />The remaining $85 of the grant will be used for administrative expenses associated with the <br />project. <br /> <br /> The Department of Social Services continues to have numerous requests for shelter and as- <br />sistance with utility payments. This grant is expected to help twenty-eight (28) families <br />maintain their current residences. <br /> <br /> The grant is 100% federally funded and local match is not required. I recommend approval <br />of the program and the transfer of $7,085 from the Grants Contingency Account to fund the prog <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. Gray, that authorization be granted ~o transfer <br />$7,085 from the Grants Contingency Account, as requested, and was adopted by unanimous vote. <br /> <br /> 85-10 - Letter from the City Manager recommending adoption of a motion to refund $149.05 <br />to Marilyn Spilka for unused portion of 1984 City Business License. <br /> <br /> "The Commissioner of the Revenue is requesting a refund of 1984 City Business License to <br />Marilyn Spilka, t/a New York Delicatessan, 509 Court Street, Portsmouth, Virginia 23704. <br /> <br /> Mrs. Spilkk went out of business November 30, 1984. She paid $357.79 for her 1984 licens~ <br />a refund of ~149.05 (without interest) of the unused portion is requested. <br /> <br />I recommend that Council adopt this motion, and a refund be granted" <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Lucas, that authorization be granted to refund <br />~149.0S (without interest) to Marilyn Spilka, t/a New York Delicatessan, S09 Court Street, <br />Portsmouth, as recommended, and was adopted by unanimous vote. <br /> <br /> 85-11 Letter from the City Manager recommending adoption of a motion to refund $138.82 <br />(without interest) to Kenneth E. Stewart for erroneous payment of 1984 Personal Property Tax, <br /> <br /> "The Commissioner of the Revenue is requesting a refund of 1984 Personal Property taxes <br />Kenneth E. Stewart, 3?37 Linnet Lane, Portsmouth, Virginia 23703. <br /> <br /> Mr. Stewart was living ~n Richmond County and paid <br />from Portsmouth and paid taxes to Portsmouth in error, <br />interest) is requested. <br /> <br />Personal Property there. Stewart, 3737 Linnet Lane, Portsmouth, as recommended <br />and was adopted by unanimous vote. <br /> <br /> 8S-12-Letter from the City Manager recommending adoption of a motion to adoFt the 198S <br />Legislative Proposals for the City of Portsmouth. <br /> <br /> I am pleased to submit the 1985 Legislative Proposals for the City of Portsmouth. I <br />commend you for your valuable contributions in the development of the attached legislative <br />program, which is ~n keeping with your established goals and objectives. Additionally, it <br />serves as an official statement of our legislative priorities. <br /> <br /> The work session held on December 17, 1984, with our state delegation was certainly pro- <br />ductive, and our legislative..program was positively received. I recommend the adoption of <br />these legislative proposals. <br /> <br /> <br />
