<br /> WHEREAS, Portsmouth RedeVelopment & Housing Authority has, by due notice and advertise-
<br />ment, requested proposals for the acquisition, use, and development of said property and has
<br />recommended the approval of the plan of Seaboard Coastline Associates; and
<br />
<br /> WHEREAS, the said acquisition, use and development plans have been included in the above
<br />referenced development agreement.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />the City Manager be, and he hereby is, authorized to convey that certain City-owned property
<br />known as the Seaboard Coastline Building as described on the attachment hereto marked "Exhibi
<br />A" fo Portsmouth Redevelopment and Housing Authority subject to the terms and conditions of a
<br />certain development agreement between the City, Portsmouth Redevelopment and Housing Authorit)
<br />and Seaboard Coastline Associates, dated October 3, 1984, as amended, and subject to the condJ
<br />and restrictions of record pertaining thereto.

<br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to sign suc
<br />deeds or other documents as may be necessary to complete this transaction."

<br />viewers for the closing of a portion of Water Street.

<br />"The City of Portsmouth has made application to close a portion of Water Street.
<br />
<br /> The attached resolution appoints viewers in accordance with applicable State law to
<br />the portion of such street and to report to the Planning Commission if any &nconvenience
<br />Would result~ in Closing that portion of Water Street.

<br /> WHEREAS, the City of Portsmouth has made application to vacate,
<br />the hereinafter-described portion of Water Street, and it appearing
<br />and request for the appointment of viewers has been duly advertised

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />N. Kendrick, Simon P. Arrington, Richard D. Ottavio, James V. McGhee and Raymond Tweed by
<br />appointed viewers, and that Harrison Miller and Clinton J. Fortune be appointed alternates in
<br />the event one of the preceeding viewers fails to participate, said viewers to view the herein-
<br />after-described portion of said street and to report to this Council in writing whether in
<br />their opinion any, and if any, what inconvenience would result in vacating and closing the
<br />following:

<br /> 85-288~E~tter from the City Manager recommending adoption of a resolution to re-establis
<br />the priority of the Western Freeway Project and to request alternate funding by the Department
<br />of Highways and Transportation.
<br />
<br /> "As Council is aware, the Western Freeway has been an accepted project of Virginia
<br />Department of Highways and Transportation (VDH~T) since 1965. However, since that date, City
<br />Council of Portsmouth has never given approval~to its source of fnnding. VDH&T, over the
<br />past several years, has included this project in its six year improvement program and has
<br />tentatively allocated funds from the City's urban road allocation.
<br />
<br />There are three sources of funds identified by VDH&T for highway construction:
<br />
<br />1. interstate
<br />2. primary
<br />3. urban
<br />
<br />1.) Interstate highways are designed to federal standards with no commercial access and con-
<br />trolled intersections. Interstate highways are maintained by the state in both cities and
<br />counties.
