April 11, 2000 f. Adoption of a resolution approving the 2001 Action Plan of the City of Portsmouth, Virginia, and authorizing the City Manager to file documents required to obtain the City's 2001 Community Development Planning and Development Grant entitlement. g. Adoption of an ordinance appropriating $4,023000, as follows: $2,236,000 from 2001 Community Development Block Grant funds; $400,000 from 2001 Community Development Program Income; $230,000 from reprogramming of prior year Community Development Block Grant Funds; $78,000 from the Emergency Shelter Grant Program; $929,000 from 2001 Home Program funds; and $150,000 from 2001 HOME Program Income. Purpose and Need: · These actions will authorize the City Manager to make application to the Department of Housing and Urban Development for our Consolidated Plan funds and continue our high priority activities in support of the City's Vision 2005 Plan. Financial Impact: · No matching funds are required for the Community Development funds. There is a 25% match for HOME funds, which is provided on an in-kind basis. The Emergency Shelter Grant match is provided by the shelters that receive the funds. The CD funds will be used on projects that will increase the City's tax base. Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following resolution, and was adopted by the following vote: 00-79(A): "A RESOLUTION APPROVING THE WEST PARK VIEW CONSERVATION AND REDEVELOPMENT PLAN FOR THE WEST PARK VIEW CONSERVATION AND REDEVELOPMENT PROJECT. WHEREAS, this Council, by resolution adopted March 11, 1986, approved a Conservation Plan for the West Park View Conservation Project, Portsmouth, Virginia; and WHEREAS, activities being considered in this conservation project necessitate the project being re-designated a conservation and redevelopment project; and WHEREAS, there has been presented to this body for consideration and approval, a copy of a Plan for the project area, such plan being designated "The West Park View Conservation and Redevelopment Plan for the West Park View Conservation and Redevelopment Project"; and WHEREAS, the project area, which is predominantly residential in character, is to be partially redeveloped for residential uses in accordance with the Conservation and Redevelopment Plan; and WHEREAS, the Urban Renewal Plan and conditions under which the local public agency will make relocation payments were acknowledged; and WHEREAS, this Council is cognizant of the conditions that are imposed by the provisions of the Housing and Community Development Act of 1974, as amended, including those prohibiting discrimination because of race, age, color, religion, familial status, handicap, sex or national origin; and WHEREAS, in the judgment of this Council, it is in the interest of the City and its inhabitants that the said "Plan" be approved. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
