April 11, 2000 <br /> <br /> f. Adoption of a resolution approving the 2001 Action Plan of the City of <br />Portsmouth, Virginia, and authorizing the City Manager to file documents required to <br />obtain the City's 2001 Community Development Planning and Development Grant <br />entitlement. <br /> <br /> g. Adoption of an ordinance appropriating $4,023000, as follows: $2,236,000 from <br />2001 Community Development Block Grant funds; $400,000 from 2001 Community <br />Development Program Income; $230,000 from reprogramming of prior year Community <br />Development Block Grant Funds; $78,000 from the Emergency Shelter Grant Program; <br />$929,000 from 2001 Home Program funds; and $150,000 from 2001 HOME Program <br />Income. <br /> <br />Purpose and Need: <br /> <br />· These actions will authorize the City Manager to make application to the Department <br />of Housing and Urban Development for our Consolidated Plan funds and continue our <br />high priority activities in support of the City's Vision 2005 Plan. <br /> <br />Financial Impact: <br /> <br />· No matching funds are required for the Community Development funds. There is a <br />25% match for HOME funds, which is provided on an in-kind basis. The Emergency <br />Shelter Grant match is provided by the shelters that receive the funds. The CD funds <br />will be used on projects that will increase the City's tax base. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />00-79(A): <br /> <br />"A RESOLUTION APPROVING THE WEST PARK VIEW CONSERVATION AND <br />REDEVELOPMENT PLAN FOR THE WEST PARK VIEW CONSERVATION AND <br />REDEVELOPMENT PROJECT. <br /> <br /> WHEREAS, this Council, by resolution adopted March 11, 1986, approved a <br />Conservation Plan for the West Park View Conservation Project, Portsmouth, Virginia; <br />and <br /> <br /> WHEREAS, activities being considered in this conservation project necessitate <br />the project being re-designated a conservation and redevelopment project; and <br /> <br /> WHEREAS, there has been presented to this body for consideration and <br />approval, a copy of a Plan for the project area, such plan being designated "The West <br />Park View Conservation and Redevelopment Plan for the West Park View Conservation <br />and Redevelopment Project"; and <br /> <br /> WHEREAS, the project area, which is predominantly residential in character, is <br />to be partially redeveloped for residential uses in accordance with the Conservation and <br />Redevelopment Plan; and <br /> <br /> WHEREAS, the Urban Renewal Plan and conditions under which the local public <br />agency will make relocation payments were acknowledged; and <br /> <br /> WHEREAS, this Council is cognizant of the conditions that are imposed by the <br />provisions of the Housing and Community Development Act of 1974, as amended, <br />including those prohibiting discrimination because of race, age, color, religion, familial <br />status, handicap, sex or national origin; and <br /> <br /> WHEREAS, in the judgment of this Council, it is in the interest of the City and its <br />inhabitants that the said "Plan" be approved. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia: <br /> <br /> <br />
